About this file
This is a Determination and Findings (D&F) document justifying the consolidation of requirements for a new FY25 Multiple Award Construction Contract (MACC) supporting the Veterans Integrated Service Network (VISN) 21. The document outlines the VA's plan to establish a new consolidated MACC contract to replace the current vehicle which expires June 30, 2025.
The new MACC will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a total contract value not to exceed $600M. It will support VA construction projects across VISN 21 facilities in Hawaii, Guam, American Samoa, Saipan, Northern California, and Nevada, including design-build and design-bid-build of administrative facilities, hospitals, outpatient clinics, and other facilities. The contract will have a two-year base period (July 1, 2025 through June 30, 2027) plus three one-year options extending through June 30, 2030. Market research conducted in January-February 2024 identified 21 capable SDVOSB vendors, with 20 verified in VetCert. The consolidation is justified based on anticipated 5-7% cost savings on over $400M of planned projects, reduced acquisition cycle times, and streamlined project execution compared to individual procurements.
