About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking a contractor to replace the roof on Building 7 at the Bruce W. Carter Miami VA Medical Center, involving comprehensive roof replacement across three sections totaling 18,175 square feet. The project requires installation of cold adhesive styrene-butadiene-styrene (SBS) modified bituminous membrane roofing, restoration of metal roofing with acrylic elastomeric coating, and provision of a 20-year roofing warranty. Contractors must demonstrate a minimum of 5 years of Florida roofing experience, provide OSHA-certified personnel, and maintain an Experience Modification Rate (EMR) of 1.0 or lower. The government will evaluate proposals using a best value tradeoff source selection process, considering specialized experience, technical approach, past performance, and price. A mandatory site visit is scheduled for July 2, 2025, at 9:00 AM, with requests for information due by July 8, 2025, at 1:00 PM EST, and proposal submissions due by July 28, 2025, at 10:00 AM EST.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) who must be registered in the System for Award Management (SAM.gov) and verified in the SBA's VetCert program database. The construction magnitude is estimated between $2,000,000 and $5,000,000, with contractors required to provide a 20% bid guarantee. The project has a 240-calendar day performance period with an additional 30 days for project kickoff and completion, totaling 270 calendar days. Work will be performed at the Miami VA Medical Center located at 1201 NW 16th Street, Miami, FL 33125, with contractors required to work during normal business hours (6 AM to 6 PM) while maintaining flexibility for after-hours and weekend work to minimize patient care interruption. The roofing project covers three distinct areas: a lower-level section with pedestrian traffic coating (11,140 sq ft), metal roof restoration (1,025 sq ft), and upper-level metal roof replacement (6,010 sq ft).
