About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is soliciting quotes for the removal and replacement of heat exchanger equipment at Building 330 of the Dayton Veterans Affairs Medical Center. The scope of work includes removing and replacing two Bell & Gossett shell and tube bundle heat exchangers, replacing one shell for a Model SU228-2 steel heat exchanger with 14" inlet and 4" outlet with 150 pound ANSI flanges, and installing a new 2" Spirax Sarco steam trap along with all associated gaskets and necessary piping fabrication. The procurement falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and requires contractors to provide complete construction services including labor, materials, equipment, and supervision. A mandatory site visit was held on August 26, 2025, in Building 128 conference room, and quotes must be submitted via email to stacie.hill@va.gov. The submission deadline is September 17, 2025, with a 90-day performance period beginning from contract award.
This opportunity is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with eligibility restricted to VA-certified SDVOSBs listed in the SBA certification database at the time of quote submission. The contract value is estimated to range between $100,000 and $250,000, with a size standard of $19 million for qualifying businesses. The procurement includes subcontracting limitations where special trade construction contractors cannot pay more than 75% of the contract amount to non-certified firms. Market research identified 1,067 SD/VOSB firms capable of performing the required repairs, and the VA has provided specific equipment models including SU228-2 and SU183-2 heat exchanger units that will be supplied by the government. The work will be performed at the Dayton VA Medical Center in Dayton, Ohio, and is critical for maintaining hospital heating system redundancy before the upcoming heating season.
