About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is conducting market research for a construction project to replace aged and deficient steam lines at the Southern Oregon Rehabilitation Center and Clinics in White City, Oregon. Contractors must demonstrate capability to handle all elements of work completion while complying with ICRA requirements, confined space procedures, and other safety protocols for the specialized nature of the work. The VA is seeking responses that include company information, SAM UEI, capability statements limited to two pages, and identification of any concerns with domestic product requirements under Buy American and Trade Agreement Act provisions. Interested parties must submit their responses via email to Helen.Woods@va.gov by no later than 1700 Pacific Time on July 30, 2025. The anticipated NAICS code is 238220 for Plumbing, Heating, and Air-Conditioning Contractors, with product service code Z1DA for Maintenance of Hospitals and Infirmaries.
This sources sought notice does not include any set-aside designations, though the VA specifically asks Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses to indicate any challenges they anticipate with subcontracting limitations under VAAR 852.219-75. No incumbent contractors or current service providers are mentioned in the notice. The estimated project value ranges between $2,000,000 and $5,000,000, representing a significant construction undertaking for the VA facility. The anticipated period of performance is estimated at 180-185 days, though the final timeline will be provided in any subsequent solicitation. The project scope encompasses work across five buildings with connecting corridors, requiring specialized expertise in handling hazardous materials and confined space operations. Companies are encouraged to register in the System for Award Management (SAM) as registration will be mandatory for any future solicitation responses, though SAM registration is not required to respond to this market research notice.
