RFI 28. If the VA s intent is to remove 4 of soil from the entire crawl space then the estimated CF of removal should be 650 CF not the 275 CF listed in the table. Please advise. Yes, there was a math mistake in the quantity. The correct amount is 560 cubic feet, not 650 cubic feet.Â
RFI 29. Please confirm that the VA will be supplying the 3rd party monitor. Yes, the VA will provide the owner s 3rd party monitor.
RFI 30. Is the VA s intent to remove all 560 CF, or just soil that is contaminated? The intent is to remove all 560 cf.Â

RFI 21. C-001 General note 2. States (There shall be no claims against the VA for work stoppages due to the acts of God, Weather conditions, stop work orders (verbal and / or written), underestimation of work, estimated quantities, materials, supplies, tools, correction of safety problems, or any other reason).
How is contractor to recoup down time due to work stoppages that are directed by the VAMC Rep s if it s not an immediate safety / health concern or if contractor is awaiting answers or direction from VA / COR? Or if an unknown utility is encountered during excavation? The COR cannot require that you stop work except for lack of a site superintendent or for safety reasons. Timeframes for RFI responses and submittals are noted in the project specifications. Regarding the unknown utility, the VA has done its best to identify underground utilities. An underground locator firm has been to the site twice. If an unforeseen condition crops up, it will be handled in accordance with FAR Section 52.236-2, Differing Site Conditions.Â
RFI 22. CD-102 Item 5, states remove 208V feed line back to panel.
Will the conduit need to be removed as well? It is the intent to remove conduit as well as cabling for all such utilities.
Is the electrical line direct bury, conduit, of duct bank? This area will be redeveloped in the future, and it would make construction easier if these items don t show up on the utility locator s map. It is unknown if it is direct bury, conduit or duct bank. No as-built documentation exists.Â
What is the depth of the Electrical line? The depth of the electric line is unknown.
RFI 23. CD-102 Item 6 remove conduit back to LP-81.
What is the depth of conduit? The VA does not know the conditions of burial or depth. See response to question 2.
Are the conduits direct bury or duct bank? The VA does not know the conditions of burial or depth. See response to question 2.
RFI 24. CD-102 Item 12 remove former Meter House conduit and cabling.
What is the depth of conduit and cabling? The VA does not know the conditions of burial or depth. See response to question 2.
Are the former Meter house conduits direct bury or duct bank? The VA does not know the conditions of burial or depth. See response to question 2.
RFI 25. CD-102 Item 13 remove presumed conduit and cabling to cut line.
What is the depth of conduit / cabling lines? The VA does not know the conditions of burial or depth. See response to question 2.
Are presumed conduit and cabling direct bury or in duct bank? The VA does not know the conditions of burial or depth. See response to question 2.
RFI 26. CD-102 Item 17 Data / Comm line removal.
What is the depth of Data / Comm lines? The VA does not know the conditions of burial or depth. See response to question 2.
Are the Data / Comm lines direct bury or duct bank? The VA does not know the conditions of burial or depth. See response to question 2.
RFI 27. CS-201 Roadway and Parking area construction note 11 Density testing of constructed areas shall be at the discretion of the COR.
Will a change order be issued if the COR requests density testing? Since the requirement for density testing at the discretion of the COR is shown on the contract drawings, it is contract work. The VA cannot issue a contract modification (change order) to a contractor for them to perform contract work.Â

RFI 15. Do new lights need photo eyes, or is there an existing one? The lights are on a timer. No photo eyes.
RFI 16. Note 6 on CD102 shows a conduit for lighting to be removed. Is this abandoned? Is there another light pole that needs to be maintained? Yes, it is abandoned. The referenced conduit and cable went to a light pole that no longer exists.
RFI 17. Note 5 on CD102 shows power for building 5, is this fed from the transformer directly to the south of building 5? The feed is from the transformer noted. There is a switch at the transformer to kill the feed.
RFI 18. Note 13 on CD102 shows communication into the chiller plant. Where is the nearest junction box? It is inside the Chiller Plant.
RFI 19. Note 18 on CD102 shows communication wire and conduit to the south. Where is the nearest handhole/maintenance hole? The VA believes that the nearest handhole is a small concrete structure just off the plan area and along the curb line to the Chiller Plant parking area.
RFI 20. Is the hospital disconnecting the notifier panel, or does the contractor need to hire a fire alarm company? The contractor would need to hire a fire alarm company to disconnect the devices and remove them from the VA system.

RFI 1. On sheet CD101, keynote 16 (remove and save fence pillar to be reinstalled later, along with section of fence), I understand the intent for the pillar and corresponding fence removal is to facilitate the cutting depicted. Is it within the capabilities of the contractor to temporarily widen the driveway in this location to facilitate the entry and exit of larger construction vehicles ie dump trucks, etc, with the understanding that restoration will obviously be our responsibility?
Yes, contractors can remove the pillar and widen the access drive at any time in the project. In addition to the conditions noted in the RFI, contractors should determine if the City of Albany has any requirements for temporary access curb cuts versus the final curb cut.
RFI 2. Can demolished masonry, concrete, and/or asphalt be crushed onsite and used as RCA?
Yes, as long as the crushed material meets the stated requirements for the intended use. Dust may be a concern for on-site crushing equipment, so some assurances will need to be made to control fugitive dust.
RFI 3. Can the deadline for submitting bids be extended 2 weeks to facilitate incorporation of information received from the site walk and RFI/question responses into our bids? At this time deadline for bids cannot be extended.
RFI 4. For bonding purposes, can the work be broken up into phases (i.e., abatement, demolition, site restoration including the electrical, backfilling, storm sewer system, paving, etc.) such that each phase can be bonded separately? No. per FAR Part 28, the Prime Contractor provides the Payment Bond and the Performance Bond.
RFI 5. On drawing CD102, for the underground electrical utility extending from light pole 81 (LP-81) to be removed (Note 6), where does the electrical line terminate? It shows an end to the line west of the gazebo.
The exact end of this line is unknown. There was a parking lot light there that was removed when the water meter/backflow preventer building was removed several years ago. The building was removed when the VA installed a new campus water loop.
RFI 6. On drawing CD102, for the underground electrical utility extending from the southwest corner of Building 5 to be removed (Note 12), where does the electrical line terminate?
It is likely that the line terminates where shown. This was the power feed to the water meter/backflow preventer building that was removed several years ago.
RFI 7. For underground electrical utilities to be removed, If the cable can be removed from underground electrical conduits, can only the cable be pulled, and the conduit remain in place? Or is it expected that the existing asphalt would require saw cutting, removal, and restoration to remove the conduit and the cable?
As noted on the bid documents, the intent is to remove the conduit as well as cable. The reason is that it is expected that this space will be re-developed and all existing utilities that can be removed, will be. How the conduit is removed is up to the successful bidder, but the expectation is that it will involve the steps noted in the question. This is why the limits of trench excavation are shown as they are on sheet CD103.
RFI 8. Will the Contractor have the entire (existing) Building 5 parking lot and surrounding spaces for a laydown area?
The contractor has the area within the fence line shown on CD102 and CD103 for whatever use is needed.
RFI 9. Is temporary power available for a Construction Trailer in the direct area next to Building 5?
Power may or may not be available for a construction office trailer during asbestos abatement. After the power to the building is turned off, the panel feed can probably be used for a trailer. Any cost associated with the feed and ultimate removal of it will be borne by the contractor. A shop drawing will be needed for this connection.
RFI 10. Can the prime contractor s Site Superintendent fulfill the role of all Quality Control and Site Safety requirements, so long as they fulfill the outlined requirements for all such positions? Yes.
RFI 11. Please confirm that the Site Superintendent must be dedicated to only this project.
The VA is not aware of a requirement for a dedicated site superintendent. However, the other requirements for a site superintendent still apply. Most notably, they must be on site and available whenever project work is being done. The VA will determine if the proposed Site Superintendent is capable of managing multiple site projects based on the duties assigned and the complexity of the projects.
RFI 12. Please provide a geotechnical report for the scope of work areas.
No geotechnical evaluation was done. The contractor is free to have one done at their expense.
RFI 13. Note 2 on Detail 6/CD201 refers to making repairs to existing sewer piping to remain at no cost to the Government; however, these potential repairs are not quantified. Should contractors include an allowance in their bids (If so, provide the desired allowance), or does the VA have a scope of work for this so it can be included in contractor bids as is apparently desired from this note?
The note refers to damage done by the contractor to the clay tile sewer. This cannot be quantified by the VA so no Scope of Work has been included. How or if an allowance is made is at the discretion of the bidder.
RFI 14. Will this project be Sales Tax Exempt? No. Contractors must be aware of tax laws specific to the state they are working in.
