About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 seeks replacement of a campus fire alarm system at Wilmington VAMC, with proposals due May 27, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses and carries Amendment 1, issued May 20, 2026, which provides pre-proposal conference sign-in sheets, RFI responses, and a Building 15 fire protection drawing documenting post-design conditions.
Place of performance is Wilmington, Delaware. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors; the PSC is Z1DA, Maintenance of Hospitals and Infirmaries. The project represents complete new fire alarm system installation with removal of existing systems except where otherwise noted. The design basis was Notifier but is not mandatory. All fire detection and alarm devices must be flush-mounted in finished areas. The contractor is responsible for ensuring audibility, intelligibility, and spacing compliance and must furnish additional devices if the design cannot meet these standards. Sprinkler systems must meet NFPA 13 standards and the owner's insurance company standards, whichever is more stringent, with all building areas fully sprinklered including concealed spaces using quick-response sprinkler heads unless otherwise noted. The contractor must prepare coordinated shop drawings and obtain approval from Authorities Having Jurisdiction and the local fire department prior to installation. The contract includes five years of inspection, testing, maintenance, and repair services in the bid price, along with normal and overtime emergency call-back services for the first year and specified overtime hours for years two through five. Offerors must acknowledge receipt of Amendment 1 prior to the solicitation deadline or face offer rejection.
