About this opportunity

The Bureau of Reclamation is seeking a roofing contractor to perform comprehensive roof repairs on four buildings located at the Yuma Area Office and Yuma Desalting Plant property. The project involves repairing multiple roof types including thermoplastic polyolefin (TPO), built-up roof (BUR), acrylic coated single-ply, and acrylic coated spray polyurethane foam (SPF) roofing systems. Repairs will encompass membrane overlay, roof curbs, flashing, penetration points, drains, sealants, expansion joints, insulation, and related elements. Interested firms must submit a capability statement demonstrating previous roofing experience, not exceeding 10 pages, which will be evaluated to determine an appropriate procurement strategy. Responses are due by 12:00 Noon Pacific Time on April 21, 2025, and must be emailed to DLRodriguez@usbr.gov with the reference number 140R3025R0013.

The procurement is currently not set aside for any specific business classification, though the NAICS code 238160 for Roofing Contractors indicates a small business size standard of $19 million. Firms must provide detailed information including company name, contact details, unique identifier, size status, and SBA certifications. The project requires maintaining full operational status of the Yuma Desalting Plant property during contract performance, with a critical emphasis on employee safety. While no specific award value is mentioned, the comprehensive nature of repairs across four buildings suggests a potentially significant contract scope. The roofing repairs are necessitated by ongoing water infiltration issues, including damage from past rain events like the remnants of Hurricane Hilary in August 2023, which have caused leaks and ceiling damage in multiple facility buildings.

Proposed Project:

The mission of U.S. Bureau of Reclamation (Reclamation) is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. Reclamation's Yuma Area Office (YAO) admin building's roof is equipped with a thermoplastic polyolefin (TPO) membrane roof. The TPO roofing installation was completed in April 2011. Repairs were made to the roof in February 2020 under the 10-year warranty. The TPO membrane roof has weathered further and is no longer waterproof. During rain events, the water passes through the roof, down the structural beams, onto ceiling tiles in different areas, and eventually makes it into several office spaces. In August 2023, the remnants of Hurricane Hilary brought strong winds and rain making matters worse. Reclamation staff has been making observations of which areas are affected during rain events and noticed three additional buildings with leaking roofs within the Yuma Desalting Plant (YDP) property. The additional buildings are the Desalting Building (processing area), YDP admin office, and the switchyard control building where leaks and damaged ceiling tiles have been observed. The Desalting Building is equipped with a built up roof (BUR), YDP admin office with an acrylic coated single-ply roof, and the switchyard control building with an acrylic coated spray polyurethane foam (SPF) roof.

Reclamation is seeking a roofing contractor capable of making necessary repairs on four buildings including, but not limited to, single-ply membrane roof overlay, roof curbs, curb flashing, penetration flashings, vents through roof (VTR), drains, sealant, expansion joints, roof walkway, insulation, coating restoration, skylight cages, permanent anchor points, debris removal, and debris disposal. The YDP property shall remain fully operational during the contract's performance period. Ensuring the safety of all employees involved is paramount.

The applicable North American Industry Classification System (NAICS) Code 238160, Roofing Contractors with a corresponding small business size standard of $19M.
