About this opportunity
The U.S. Army Corps of Engineers Sacramento District is seeking a contractor to conduct a gravel augmentation project in the lower Yuba River, downstream of Englebright Dam, to improve ecological habitat for Central Valley spring-run Chinook salmon and steelhead. The project aims to place approximately 5,000 short tons of heterogeneous gravel and cobble (0.25-5 inches in diameter) into the river channel using a "sluicing" method, which involves pumping a water-gravel slurry through an 8-inch flexible pipe. This procurement is being conducted to fulfill a Biological Opinion issued by the National Marine Fisheries Service, with the primary objective of rehabilitating geomorphic processes and aquatic habitat. A pre-contract site visit is scheduled for 8 May 2025 at 10:00am PT, and questions must be submitted to Henry Barron by 13 May 2025 at 11:00am PT. The solicitation (W9123825QA015) requires contractors to provide detailed specifications for gravel placement, safety plans, and appropriate insurance coverages.
The contract is set aside for small businesses, specifically targeting a Women-Owned Small Business (WOSB) with a size standard of $45 million. The project will be performed near Smartsville, California, with a place of performance at 12896 Englebright Dam Road, and the work is structured with a base year and four option years, with gravel placement strictly limited to July 15th through September 1st annually. Optional tasks include purchasing and placing up to an additional 10,000 short tons of gravel in 1,000-ton increments. The contract will use a firm fixed-price arrangement, with potential total project value depending on optional line items. Contractors must meet specific technical requirements, including precise gravel size specifications and environmental compliance measures. The project area is located in Yuba County, California, between Englebright Dam and Deer Creek, within a steep canyon off Highway 20, approximately 23 miles east of Marysville.

This project is being performed as a requirement of a Biological Opinion issued by the National Marine Fisheries Service (NMFS). The U.S. Army Corps of Engineers (Corps) is proposing to continue a gravel augmentation project which involves placement of a heterogeneous mix of gravel and cobble into the lower Yuba River channel below Englebright Dam.
The purpose of gravel augmentation is to place suitable-sized spawning gravel within the upper Narrows reach for rehabilitating associated geomorphic processes and aquatic habitat in the Englebright Dam reach of the Lower Yuba River. Implementation of a long-term augmentation program will serve to improve the overall ecological functionality of the channel. The project will provide gravel and cobble suitable for anadromous salmonid adult spawning, embryo incubation, and survival to emergence in a key area in the lower Yuba River designated as critical habitat for the Central Valley spring-run Chinook salmon and the Central Valley steelhead. The project area is located on the lower Yuba River downstream of Englebright Dam (Yuba River mile 23.9), Yuba County, California (Plate 1). Gravel augmentation will be confined to the river channel located between Englebright Dam and the junction with Deer Creek. This reach is called the Englebright Dam Reach and it is located in the steep canyon off Highway 20, about 23 miles east of Marysville, California.
