About this file
This Performance Work Statement (PWS) outlines a gravel augmentation project for the U.S. Army Corps of Engineers (USACE) in the Lower Yuba River, California. The project, required by a National Marine Fisheries Service Biological Opinion, involves placing approximately 5,000 short tons of heterogeneous gravel and cobble (0.25-5 inches in diameter) into the river channel between Englebright Dam and Deer Creek. The primary objective is to rehabilitate geomorphic processes and aquatic habitat for Central Valley spring-run Chinook salmon and steelhead by providing suitable spawning gravel.
The contract is structured with a base year and four option years, with gravel placement strictly limited to July 15th through September 1st annually. The contractor must purchase and deliver gravel using a "sluicing" method, pumping water-gravel slurry through an 8-inch flexible pipe directly into the river channel. Additional optional tasks include purchasing and placing up to 10,000 more short tons of gravel. The contractor must meet specific gravel size specifications, provide a water truck for fire suppression, and comply with safety requirements, including carrying specified insurance and attending a pre-work meeting. The work will be performed near Smartsville, California, with access through a locked gate near the University of California's Sierra Foothill Research and Extension Center.

PERFORMANCE WORK STATEMENT
Englebright Lake - Yuba River Gravel Placement 28 March 2025
1. Part A – General Information:
1. Services: This project is being performed as a requirement of a Biological Opinion issued by the National Marine Fisheries Service (NMFS). The U.S. Army Corps of Engineers (Corps) is proposing to continue a gravel augmentation project which involves placement of a heterogeneous mix of gravel and cobble into the lower Yuba River channel below Englebright Dam.
The purpose of gravel augmentation is to place suitable-sized spawning gravel within the upper Narrows reach for rehabilitating associated geomorphic processes and aquatic habitat in the Englebright Dam reach of the Lower Yuba River. Implementation of a long-term augmentation program will serve to improve the overall ecological functionality of the channel. The project will provide gravel and cobble suitable for anadromous salmonid adult spawning, embryo incubation, and survival to emergence in a key area in the lower Yuba River designated as critical habitat for the Central Valley spring-run Chinook salmon and the Central Valley steelhead. The project area is located on the lower Yuba River downstream of Englebright Dam (Yuba River mile 23.9), Yuba County, California (Plate 1). Gravel augmentation will be confined to the river channel located between Englebright Dam and the junction with Deer Creek. This reach is called the Englebright Dam Reach and it is located in the steep canyon off Highway 20, about 23 miles east of Marysville, California

We want the gov officials to accept things not approve them. Acceptance keeps the responsibility on the contractor to make sure it is the right equipment etc. Approval shifts the responsibility of the stuff being “right or correct” onto the Gov.
I don’t know if widening and hauling is same as gravel placement, but to keep it simple lets change it to all “on site” activities
