About this file
This document is a Questions and Answers (Q&A) file for the Yuba Gravel Placement federal contract (Solicitation Number W9123825QA015). The Q&A addresses three key clarification points: (1) work location confirmation for the Lower Yuba River downstream from Parks Bar Bridge, (2) details about optional gravel purchase and delivery, and (3) road repair material specifications. The responses provide critical guidance for potential contractors, including clarification that up to 10,000 short tons of gravel may be necessary, to be delivered in 1,000-short-ton increments due to limited on-site stockpile space. Contractors are instructed to price for the full 10,000 short tons but will only invoice for actual gravel delivered and placed. The document suggests referring to a revised Performance Work Statement (PWS) for additional details on specific line items and project requirements.

Questions and Answers for Yuba Gravel Placement
W9123825QA015
1. In relation to the Performance Work Statement, paragraph/line 4.b, found in Part B, Work Location: The "Lower Yuba River, downstream from HWY 20 bridge" seems to be referencing another project location? Please advise.
a. The other location is downstream from the Parks Bar Bridge we can have work performed there based on needs. The location is correct.
2. Referencing 0004 - Optional Purchase and Delivery: (& 0005) On the USACE additional furnished bid form, should we be listing the amount for 1,000 short tons, or 10,000 short tons, as the contractor shall purchase and deliver in 1,000 short ton increments as directed by the USACE COR? And, should the unit price match the same value as the amount on the bid form, as the quantity is "1" for all bid item numbers on the (bid form) Additional Information/Notes?
a. Per the PWS, Part B, 0004 – Option Purchase & Delivery, up to 10,000 short tons of gravel may ne necessary, however, they will need to be delivered in 1,000 short ton increments as there is not enough room to stockpile the gravel on site.
Therefore, your pricing should be for the full 10,000 short tons, and you will only invoice for the short tons actually delivered/placed.
3. In relation to Option Line Item 006: Road Repair Material, and subsequent option years.
After reviewing (2) OBJECTIVE: Provide & install equipment to repair roads, found in the QASP of the Performance Work Statement, is this activity specific to on-site road maintenance and repair directly located within the EDR GAIP?
a. Please see the revised PWS.
