About this opportunity
The Drug Enforcement Administration (DEA) is soliciting quotes for Youth After-School Programming (YAP) services through Request for Quote number 15DDHQ26Q00000008, issued under Simplified Acquisition Procedures (FAR Part 13). The DEA seeks to establish a single-award Blanket Purchase Agreement to provide comprehensive after-school programming across 23 DEA field divisions nationwide, including STEM activities, sports programs, dance, martial arts, teen academies, and community health events with both in-person and virtual delivery options. The contractor must demonstrate expertise in youth development, substance abuse prevention, and the ability to tailor prevention strategies to local communities while supporting the DEA's National Community Outreach Engagement Strategy. Evaluation criteria focus on technical capabilities, key personnel qualifications and experience, past performance in similar youth development and drug prevention work, and the contractor's understanding of the Substance Prevention Framework. Quotes are due by February 2, 2026, at 10:00 AM EST, with the Questions and Answers document issued on January 20, 2026, providing clarification on contract requirements.
This procurement is designated for small businesses under NAICS code 611710 (Educational Support Services) with a size standard of $24 million, and represents a recompete of the prior BPA #15DDHQ20A00000009. The government estimates a total contract value of approximately $4.2 million over the five-year contract period, with individual call orders not to exceed the simplified acquisition threshold. The contract structure includes a one-year base period plus four consecutive one-year option periods, with the period of performance running from April 1, 2026, through March 31, 2031. Programming will be delivered in community locations rather than DEA facilities, with specific locations and dates to be identified at the individual call order level by each field division. The place of performance encompasses the United States, with the contractor required to be ready for immediate implementation upon award and to provide separate pricing for each distinct program component corresponding to individual CLINs.
