About this file

This is a Questions and Answers document for Drug Enforcement Administration (DEA) RFQ #15DDHQ26Q00000008 for Youth After School Programs, issued on January 20, 2026. This is a recompete of the prior BPA #15DDHQ20A00000009. The contract requires programming to be delivered in community locations (not DEA facilities) with the flexibility to incorporate virtual delivery as needed per field division requests. There is no mandated minimum virtual versus in-person balance; delivery methods are determined by individual field division needs at the call order level. Programming locations and dates will be identified at the individual call order level rather than prior to BPA award, with the contractor having no influence over which communities are selected but able to coordinate on actual program logistics such as physical space and dates.

The contract calls for the vendor to support multiple field divisions across 23 locations and be ready for immediate implementation upon April 1, 2026 award, with a calendar year period of performance (January through December). The vendor must provide separate pricing for each individual program component (STEM, Sports, etc.) corresponding to distinct CLINs; not all divisions will issue call orders, and services are field division-specific. Key personnel must be identified at proposal time with named resumes, though the government allows flexibility in staffing models (part-time, contractor-based, multi-division assignments) provided performance requirements are met. Formal SPF certification is not required but vendors must demonstrate understanding of the Substance Prevention Framework. Past performance examples from state, local, and federal contracts demonstrating similar scope and complexity are acceptable. The vendor must have substance misuse and prevention experience, ability to tailor prevention strategies locally, and responsibility for developing supplemental materials to complement existing Operation Engage materials.

Questions and Answers

01/20/2026

Questions: Answer:

1. Is this a new requirement or a recompete? Recompete. Prior: BPA -

15DDHQ20A00000009

2. Where will programs be held (DEA offices

vs. community locations)? If DEA facilities are used, please clarify security/access requirements, the acceptability of hybrid/virtual models, and any facility scheduling constraints.

All programming will be held in the community, unless the need for virtual is required.

3. Regarding the Section C virtual options, what is the required balance between virtual and in-person delivery? Specifically, is a virtual-primary hybrid model (e.g., 60-70% virtual) acceptable, and are there minimum in-person contact hour requirements?

There are no required minimum virtual vs. in person event. This need is based on what the field divisions request.

4. Regarding Section L.3.2, does the

Government allow flexibility in Key

Personnel staffing? Specifically, are contractor-based models, part-time/non-dedicated employees, or individuals serving multiple divisions acceptable if performance requirements are met?

Yes, there is flexibility in key personnel staffing. The government’s primary concern is that performance requirements are met based on the personnel offered by the vendor.

5. Regarding Section L.3.3, will the

Government accept large-scale state/local government contracts, non-profit partnerships, or federal subcontracts as equivalent past performance if they demonstrate similar size, scope, and complexity (e.g., 500+ annual participants)?

The past performance must meet similar scope in size and complexity to include examples from state and federal.

6. Given the April 1, 2026 start date and security clearance requirements, will the

Government allow a phased geographic rollout across field divisions? If so, what is the minimum required coverage by April 1, and what is the expected timeline for Public

Trust investigations?

No, the vendor must able be ready to implement it once awarded.

7. Regarding delivery across divisions: Is there a required number of simultaneous programs for the base year, and is regional

No, there is no required number of simultaneous programs. The programming is clustering (e.g., by geographic zones) permitted for efficiency?

based on needs which is determined by each field division.

8. Regarding SPF requirements: Is formal

SPF certification required for Key Personnel, are alternative evidence-based frameworks acceptable, and must the technical approach explicitly map to the five SPF steps?

No, formal certification is not required although the vendor must demonstrate understanding of the SPF.

9. Regarding Section B pricing: Should

CLINs be priced only for proposed categories, and is integrated pricing allowed for multi-component programs (e.g., STEM + Sports)?

Offerors must provide separate pricing for each individual component (e.g., separate prices for STEM and Sports) to correspond with the distinct CLINs.

10. Regarding delivery modality: Will the choice between in-person, virtual, or hybrid delivery be determined by field office preference, the contractor’s technical proposal, or task order negotiations?

Delivery methods will be determined by the field division’s needs.

11. Regarding evaluation: Will the

Government prioritize innovative delivery models over traditional structures, and how will it weight approaches that exceed minimum requirements (e.g., enhanced platforms or family engagement)?

No, there the government will not prioritize evaluation models, the vendor must demonstrate how they will implement using an evaluation tool.

12. The section indicates that each Field

Division will identify one city or geographic area. Please clarify whether the selection of cities will occur prior to BPA award or be determined at the individual call order level.

The programming will be determined at the individual call order level.

13. Please clarify the extent to which the

Contractor is expected to develop or tailor prevention strategies based on locally identified drug threats versus implementing standardized program-wide deliverables.

The vendor will be expected to have substance misuse and prevention experience and should be able to implement prevention strategies as well as tailor programming as needed.

14. Please confirm whether the Contractor will receive guidance, templates, or standardized materials from Operation

Engage to support NCOES prevention efforts, or whether such materials must be developed by the Contractor.

Operation Engage materials currently exist;

the contract is responsible for developing their own materials to supplement programming at the community level.

15. Regarding the identified geographic area within each division: By what date will these locations be determined, and will the contractor have any influence in selecting them?"

The field division will identify preferred dates, location and type of programming. The contractor will not have any influence on selecting which communities the field division identifies but can work with the field divisions on actual program locations i.e.

physical space and dates.

16. Must the quote cover all 23 field divisions to be considered for award, or is the

Government accepting partial coverage of specific areas?

The vendor must be able to implement immediately once awarded. The vendor will be expected to support multiple field divisions.

17. Are the specific activities (e.g., dance, martial arts, soccer) mandatory requirements?

Additionally, must vendors provide pricing for all CLINs (0001, 0002, 0003), or can they bid on a selection of service types?

Not all divisions will issue a call order, and not all services will be selected. Types of services will be field division specific. These services in the SOW are required to be offered; however, the vendor has the option to identify additional similar services to DEA for consideration.

18. Please clarify the period of performance.

The 'End of Year Report' section indicates a calendar year (Jan–Dec), while the 'Schedule of Supplies' shows an April 1 start date.

Period of Performance for this project is

January through December (calendar year).

April is when the contract must be awarded.

19. Regarding Factor 2, if a specific candidate is not yet identified for a Key Personnel position, will the Government accept a job description and hiring plan in lieu of a named resume?

No, the vendor must submit key personnel already identified to support the SOW. The vendor must be ready to implement immediately once awarded.
