About this file

This Request for Quote (RFQ) solicits proposals for DEA Youth After School Programs, seeking a single-award Blanket Purchase Agreement (BPA) to provide after-school programming across 23 DEA field divisions. The BPA will cover a five-year period from April 1, 2026, through March 31, 2031, with a base year and four one-year option periods. The program aims to support DEA's National Community Outreach Engagement Strategy by offering youth programming in categories including STEM, sports, dance, martial arts, teen academies, and community health events, with both in-person and virtual delivery options.

The solicitation is structured under Simplified Acquisition Procedures (FAR Part 13) with a NAICS code 611710 and a size standard of $24 million. Potential contractors must provide programming designed to change attitudes, reduce drug demand, and offer positive alternatives for youth through structured activities. The RFQ requires detailed technical proposals addressing program approach, key personnel qualifications, and past performance, with evaluation focusing on technical capabilities, personnel expertise, and contractor experience in youth development and substance abuse prevention. Quotes are due by February 2, 2026, at 10:00 AM EST, with the government estimating a potential contract value of approximately $4.2 million over the total contract period.

Statement of Work (SOW)

DEA's National Community Outreach Engagement Strategy

Youth Afterschool Programs (YAP)

1. Background:

The Drug Enforcement Administration (DEA) continues to work with the Department of Justice, the Office of National Drug Control Policy, and other federal agencies to address the ongoing drug threats across the country within each of DEA's 23 Field Divisions. These threat categories can cover narcotics, stimulants, depressants, hallucinogens, marijuana/cannabis, steroids, inhalants, and synthetic drugs.

Each DEA Field Division will identify the local drug threat through drug abuse trends and enforcement priorities. Through DEA's National Community Outreach Engagement Strategy (NCOES) each field division will be given the tools to help support and contribute to local drug abuse awareness and prevention efforts while bridging local public safety and public health efforts through community coalition building, youth engagement, school engagement, workplace engagement, and media outreach.

2. Purpose:

NCOES is an effort to expand on DEA's already successful DEA 360 Strategy and Operation Engage and provide drug prevention support to all 23 (or more) DEA Field Divisions/offices. Each field division will identify one city/geographic area (not necessarily the main field division location) within their area of responsibility, identify the drug threat within that area, and lay out a strategic plan to conduct targeted enforcement efforts and implement various community outreach deliverables to reinforce those enforcement efforts with a focus on sustainability. The organizational strategies and program-wide deliverables from Operation Engage will be used as the basis and structure for NCOES prevention efforts.

3. Scope:

• Have a positive impact in selected communities throughout each year (from the time of program launch for each calendar year) that will serve as models for other communities that are facing similar drug issues.

• Increase in the number of public-private partnerships in each NCOES community to collaborate on efforts to reduce drug abuse-related problems.

• Increase in community members' awareness of the scope of drug abuse-related problems in that community.

• Increase in engagement by educators and parents in using science-based prevention materials to prevent drug misuse and abuse in each community.

• Community stakeholders' development of formal strategic plan of action to decrease drug abuse-related overdoses in that community. Connect DEA field offices with the communities they service. Provide DEA leadership with the ability to bring together disparate elements of local communities following DEA drug enforcement actions.

• Leverage DEA intelligence and street knowledge to build awareness of local drug threats.

• As an entity representing one of the key community sectors (law enforcement), local drug free community coalitions to aid impact and have long-lasting success.

• Raise awareness on local drug threats and change attitudes to reduce drug demand, misuse, and abuse through increased collaboration, community outreach and prevention education.

4. Performance Objectives:

To support DEA's NCOES efforts through a variety of afterschool programing to include, but not limited to dance, e-sports, STEM, fine arts, teen academies, martial arts, basketball, baseball, and soccer. Services are to provide alternative, positive afterschool activities for the communities’ youth by changing attitudes and giving kids positive programming to reduce demand through increased collaboration, prevention education and mentorship.

DEA requires a Contractor experienced with effectively setting up and running YAPs with substance use prevention experience working with different types of communities simultaneously across the United States to accomplish the following:

• Conduct youth afterschool programs where DEA field offices have the greatest need to reach the community.

o Vendor shall work with DEA Field Divisions to determine program location, need, and ideal programming opportunities.

o Vendors shall have experience in youth afterschool programming and understand how to best determine ideal opportunities.

o Vendor shall coordinate with the local DEA field office for the specific schools OR youth serving organizations that best suit the needs of the community.

• In collaboration with the local DEA offices the vendor shall provide drug prevention and education and/or programmatic education to instructors and semi/professional coaches.

o Vendors shall have experience with the Strategic Prevention Framework (SPF) and evidence-based prevention.

• Vendor shall work with the COR to develop a sustainability plan for the establishment of a YAP in the school district/and or community.

5. Tasks:

The following tasks are necessary for successful completion for YAPs:

• The vendor shall strive to reach an average of 20 students for any programming.

o DEA recognizes this can be a challenge and requires that the vendor communicate immediately should the vendor be unable to meet this requirement.

• Each program shall host a launch assembly which will introduce programming and provide positive drug prevention and education messaging to the students.

o The purpose of these assemblies is to promote programming and generate interest from schools, community groups, and other youth organizations. Assemblies can reach several hundred students at a time with the intention of encouraging students to register for programming.

o The vendor shall work with local professionals and semi-professionals to provide instruction and positive messaging through launch assemblies.

• The after-school program shall run for approximately 20 weeks or 20 hours.

• Each YAP shall conclude with a capstone event to include but not limited to publicly attended recital, demonstration, game and/or drug awareness program.

o While it is not a requirement for DEA to attend, the vendor shall coordinate these programs with the local DEA field division.

Every effort shall empower kids by providing a free and positive afterschool alternative to drugs through the fun, healthy, teambuilding and interactive programming.

By incorporating YAP into communities, residents will be exposed to a positive and healthy program for children within the critical after school hours when children often do not have supervision. The program shall provide positive messaging community wide about the need to focus on healthy behaviors and avoid drug use through a partnership with the local DEA field offices with schools and local professionals/organizations related to the programming offered.

Should it be necessary the YAP can use alternative methods, including virtual instruction, to provide services to those students and communities who are able to manage the need/demand. Alternative methods shall be approved and coordinated with DEA and in conjunction with local protocol.

6. Deliverables:

The following deliverables are in addition to the requirements for the above tasks.

7. Kickoff Meeting:

• The contractor shall participate in a Kickoff Meeting with the requesting DEA office, order Contracting Officer’s Representative (COR), and other staff to review project goals and work plan.

• Contractor shall develop an agenda, in consultation with the COR.

• Contractor shall produce a draft and final summary of notes from Kickoff Meetings

8. Monthly Status Report:

During the vendors YAP the Contractor shall provide a formal Monthly Status Report (MSR) to the COR by the 10th of the following month during active program implementation periods. The MSR shall incorporate metrics sufficiently in detail to permit an objective assessment of the Contractor's performance relative to all performance objectives including work accomplished, schedules, and expenditures. The MSR should include, at a minimum, the following information:

• Summary of implementation efforts for that month

• Status of various delivery benchmarks

• Number of students, teachers, staff and parents that attended the kick-off rally/rallies

• Number of students enrolled in the program(s)

• Summary of any barriers to the implementation of the deliverables

9. End Of Program Report (For Each Call Order) Dependent On The Task:

After the completion of all vendor programing (for each BPA call order) the contractor shall provide the COR with a formal end of program summary reporting the final analytics of the field division’s programing. This report is due within 45 days of the end of all deliverables within the BPA Call order.

This report shall include, at minimum, a summarization of the metrics from the monthly report throughout the entire program timeframe for the applicable BPA Call order plus the following metrics dependent on the task/deliverable:

• Status of various delivery benchmarks

• Number of students reached over the course of the entire program

• Number of presentations given by DEA/local law enforcement

• Number of drug education handouts given to participants to take home during the program

• End of program evaluations by students, school administration/staff, teachers and SAP instructors. Gather qualitative feedback from the students and teachers/staff/SAP instructors who participated.

• Documentation of lessons learned over the course of the "campaign."

10. End of Year Report:

At the end of each program year, after all division activities are completed for the respective program year (approximately January 1 - December 31), the contractor shall provide the COR of the BPA with a formal end of year report within 45 days of all program’s completion. This report will combine metrics from all call orders for the entire program year. This report shall include, at least, a summarization of the metrics from the end of programming reports for each of the applicable call orders along with lessons learned which can be applied to future campaigns, and recommendations for future DEA programing.

11. Co-Sponsorship:

All organizations that partner with the Contractor to assist in the execution of this Statement of Work will need to be vetted by DEA before they are allowed to be associated with any of the abovementioned deliverables.

12. Government Representatives:

Contracting Officer (CO)

The CO is the appointed authority to bind the Government to the extent of the authority delegated.

Directions that will modify the scope, schedule, term and conditions, funding, or any other action that may modify the agreement as originally entered into with the Government must be given only by the CO.

Contracting Officer Representative (COR)

The COR will be identified via letter of COR delegation authority issued by the CO for this agreement.

The COR is responsible, as applicable, for: receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this agreement;

providing direction to the Contractor which clarifies the agreement effort, filling in details or otherwise furnishing information necessary to accomplish the SOW; evaluating performance; and certifying all invoices/vouchers for acceptance of supplies or services furnished for payment.

The COR does not have authority to alter or modify the Contractor’s obligations or agreement terms, conditions, specifications, or cost. If it is because of technical discussion, it is in the Government’s best interest to alter/change contractual obligations or the SOW, the CO will issue such changes.

13. DEA Point of Contact:

[END OF SECTION THREE]

FAR 13 Blanket Purchase Agreement

In alignment with the Federal Acquisition Streamlining Act, the Drug Enforcement Administration and [successful Quoter TBD] agree to enter into a cooperative agreement to reduce the administrative costs of acquiring commercial items and services. This Blanket Purchase Agreement (BPA) will utilize open market pricing under the North American Industry Classification System (NAICS) code: 611710 - Educational Support Services.

By establishing this BPA, we intend to further decrease costs, reduce paperwork, and save time by eliminating the need for repetitive, individual purchases. The ultimate goal is to create a purchasing mechanism for the Government that is more efficient and cost-effective.

SECTION 4 - BLANKET PURCHASE AGREEMENT

TERMS AND CONDITIONS

Pursuant to the establishment of a Blanket Purchase Agreement (BPA) under FAR Part 13 procedures, [Contractor’s Name] agrees to the following terms of a BPA exclusively with the Drug Enforcement Administration, BPA No. [TBD]:

[Contractor’s Name] agrees to the following terms of a Blanket Purchase Agreement (BPA) with the Drug Enforcement Administration. The BPA will be technically administered by the DEA Office of Acquisition staff.

1. SCOPE

This Request for Quote (RFQ) is issued for the provision of DEA's National Community Outreach Engagement Strategy - Youth Afterschool Programs (YAP) as detailed in the attached Statement of Work and Terms and Conditions. The Government intends to establish a single-award Blanket Purchase Agreement (BPA) under the authority of FAR 13.303, utilizing simplified acquisition procedures. The BPA will cover a period of one base year with the possibility of four additional consecutive ordering years, contingent upon the contractor's performance and the Government's needs.

2. STATEMENT OF WORK (SOW)

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to meet the requirements as specified in the Statement of Work.

3. PRICING AND PRICING DISCOUNTS

Quoters shall propose individual pricing for each line item listed in the Schedule of Services and provide a total price for the entire quote. Price quotes should be detailed and itemized to reflect the cost of each service or product offered. In accordance with FAR Part 13, Simplified Acquisition Procedures, the Government encourages Quoters to provide competitive pricing and consider offering discounts to achieve the best value for the Government. Quoters are encouraged to propose price reductions or discounts that reflect market conditions and the potential for volume purchases under the Blanket Purchase Agreement (BPA). The Government reserves the right to negotiate pricing to ensure that the final agreed-upon prices are fair and reasonable, consistent with the principles of FAR Part 13. Quoters should be prepared to provide supporting documentation or rationale for their proposed pricing to facilitate the Government's evaluation and negotiation process.

4. CALL LIMITATION

Each call placed under this agreement must not exceed the simplified acquisition threshold, and requirements shall not be split to circumvent this limit or an individual's delegated authority. Any call exceeding these limits requires prior written approval from the Contracting Officer, and only individuals identified under Section 9, "Ordering Requirements," possess the authority to place orders.

5. DELIVERABLES

See Section Three - Statement of Work.

6. VOLUME OF PURCHASES:

The Government estimates, but does not guarantee that the volume of purchases through this BPA will be $4,200,000.00 over the term of the BPA. This is not a maximum ceiling amount. There is no minimum guaranteed amount, quantity, or initial order quantity. The Government is obligated only to the extent of authorized purchases actually ordered under this BPA.

7. OBLIGATION OF FUNDS

This BPA does not obligate any funds. Funds will be obligated by the placement of individual Calls also referred to as “call orders.”
