This pre-solicitation notice announces the Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility's intent to award a firm-fixed-price contract for maintenance, repair, and preservation services for YON-314, a 184-foot fuel oil barge. The Department of the Navy Naval Supply Systems Command seeks a contractor facility capable of accommodating the barge to transport it from Bremerton, WA to the facility, accomplish various preservation, inspection, and repair tasks, and transport it to Everett, WA from June 3 to August 26, 2020. The Government will evaluate proposals on a lowest-price technically acceptable basis. The Government will post a request for proposals in January 2020 and anticipates awarding the contract in April 2020.

There is no set-aside designated for this procurement. The work involves maintenance and repair of a naval vessel, potentially under PSC J019 and NAICS 488390. The pre-solicitation provides dimensions and specifications of YON-314, including its 1086 light ton displacement and 26-year age. INFORMATION FOR POTENTIAL OFFERORS:

The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to award a stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair and preservation of one (1) YON-314 Fuel Oil Barge. 

YON-314 has the following specifications:

Length:            184 FT            

Draft:  10 FT

Width: 35 FT

Full Displacement:  1086 L Tons

Age:  26 YRS

Light Load:  382 L Tons

Hull Type: Steel         

The contractor's facility must possess the capability of accommodating one (1) YON-314 Fuel Oil Barge with the dimensions as stated above.

Coordinate with the Contracting Officer, via the Contracting Officer’s Representative (COR) to deliver the vessel from Government facility at Puget Sound Naval Shipyard (PSNS) in Bremerton, WA to the Contractor’s facility. Dock, wash, and clean the exterior surfaces of the vessel upon docking. Install new zinc anodes. Accomplish Hull and Freeboard preservation. Accomplish Hull VT/UT inspection. Accomplish Tank/Void repairs. Accomplish Trunk and Hatch repairs. Accomplish Tank/Void air test. Accomplish Main Deck non-skid preservation. Accomplish Main Deck VT/UT inspection. Accomplish inspection of cofferdam drain plugs. Accomplish Mechanical Deck House non-skid preservation. Accomplish Cargo Piping preservation. Accomplish Cargo Piping modification. Accomplish gage functional check. Undock the vessel. Arrange and coordinate the delivery of the vessel to the Government facility in Everett, WA, with the Contracting Officer via the COR.

Note: Pick up and drop off vessel locations are not the same facility.

The expected Period of Performance is scheduled to be 03 June 2020 to 26 August 2020.

The Government is contemplating a full and open solicitation.  The Government intends to post a request for proposals in January 2020 and anticipates award of the Firm-Fixed Price, stand-alone contract in April 2020 to the responsible contractor on a lowest price, technically acceptable basis in accordance with but not limited to the Federal Acquisition Regulation (FAR) 15.101-2.  Offerors can view and/or download the draft notional work specifications for review at https://www.fbo.gov.

 All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts.  Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://beta.sam.gov.
