About this opportunity
The Bureau of Land Management Oregon-Washington Region seeks removal and disposal of approximately 200 cubic yards of material from seven identified piles at Yellowbottom Recreation Site near Sweet Home, Oregon, with quotations due August 21 at 2:00 p.m. Pacific Time. This is a women-owned small business set-aside with a firm fixed-price contract structure.
Place of performance is Yellowbottom Recreation Site near Sweet Home, Oregon (Milepost 24 of Quartzville Backcountry Byway). Performance runs from October 1, 2026 through December 30, 2026 for the primary cleanup (Item 00010) and extends through February 1, 2027 for removal of campground furniture debris (Item 00020). The NAICS code is 562111, Solid Waste Collection; PSC code is S205, Housekeeping–Trash/Garbage Collection. The size standard is $47 million.
Pile 1 may contain creosote and requires proper hazardous disposal; other materials are believed non-hazardous. Contractors may use excavators, trucks, and compact equipment provided no damage occurs to vegetation or the campground loop road (12-15 feet wide, single-lane access). Contractors have discretion in selecting compliant disposal facilities following Oregon Department of Environmental Quality and federal law. The Oregon Farm/Forest Labor Contractor's License is not required. Overnight camping at the site requires prior Contracting Officer's Representative approval.
Award criteria weigh relevant experience (demonstrated through three similar projects completed within five years) and price. Contractors must submit a work progress plan, return a gate key upon completion, provide photographs and disposal receipts in a summary report, and comply with all environmental, fire safety, and labor requirements specific to Oregon operations.
Amendment 0001 (August 14) established a mandatory site visit at 10:00 a.m. Pacific Time on August 18 at Yellowbottom Day Use area, with RSVP required by 1:00 p.m. Pacific Time on August 17 to tiffany_eslinger@ios.doi.gov. Amendment 0002 (August 19) released vendor questions and answers without extending the quotation due date.
