About this file

This is Amendment 0002 to Solicitation 140L4326Q0098 for Yellowbottom Recreation Site Cleanup issued by the Bureau of Land Management (BLM) Northwest Oregon District. The amendment, effective August 19, 2026, releases vendor questions and answers previously submitted and clarifies key project details. The quotation due date is not extended from the original solicitation deadline.

The project requires removal and disposal of approximately 200 cubic yards of material from seven identified piles at the Yellowbottom Recreation Site. Contractors may use excavators, trucks, and compact equipment to access and move materials, provided no damage occurs to vegetation or the campground loop road (12-15 feet wide, single-lane access). Pile 1 may contain creosote and requires proper hazardous disposal; other materials are believed non-hazardous. Contractors have discretion in selecting compliant disposal facilities following all state and federal laws, with Coffin Butte landfill near Corvallis, Oregon noted as a known option. The Oregon Farm/Forest Labor Contractor's License is not required. Overnight camping at the site requires prior approval from the Contracting Officer's Representative, with acknowledgment of inherent risks from unsafe trees. The performance period runs from October 1, 2026 to December 30, 2026.

140L4326Q0098: Amendment 0002 Vendor Questions and Answers

This amendment releases questions and answers related to solicitation 140L4326Q0098, Yellowbottom Recreation Site Cleanup. The questions were asked either via email or addressed during the site visit.

This amendment does not extend or change the quotation due date.

Vendor Questions and Answers

1) Is the approximately 200 cubic yards an estimate of the material as it currently sits in the seven piles shown in the attachments, and do those seven piles represent the complete removal scope?

a) Yes and yes.

2) Can trucks, dump trailers, and compact equipment such as a mini excavator or skid steer access each pile directly?

a) Yes, each pile is directly on the side of the campground loop. The road is a single lane campground loop. No wider than 12 to 15 feet. Any long trailers will need to back in, as the corner on the back side of the campground loop is very tight and would not fit anything bigger than a 20-foot double axel trailer.

3) Are excavators allowed to be used to pick up and move the piles?

a) Yes, excavators are allowed as long as they can be used without any damage to vegetation and the road.

4) Are there any specific disposal/recycling facilities or separation requirements BLM requires, or may the contractor select appropriate compliant facilities? Are there any facilities BLM has historically used or recommends for material removed from the Yellowbottom/Quartzville area?

a) There are no specific disposal/recycling facilities and the contractor may choose the disposal location as long as they follow all state and federal laws for disposal removal. The Coffin Butte landfill outside of Corvallis, OR is known to take many, including hazardous, substances with an appointment, but there is no guarantee. Disposal location is at the discretion of the contractor within appropriate local, State, and Federal rules and regulations.

5) Are all materials currently identified in the piles believed to be non-hazardous?

a) Pile 1 may contain creosote and will need to be disposed of properly.

6) Based on the cleanup/removal scope, is BLM aware whether the Oregon Farm/Forest Labor

Contractor’s License referenced in H.10.0 will be required for this project?

a) The Oregon Farm/Forest Labor Contractor’s License is not required for this project.

7) Can crews camp overnight at the site to complete work?

a) Overnight camping must be approved by the COR prior to the work beginning. The contractor is allowed to camp within the site but they must be advised that there is an inherent risk to sleep under the trees we deemed unsafe for the public. As long as they are aware and accept this risk, they can camp within the site, with approval from the COR.
