About this opportunity
The National Park Service Intermountain Region is soliciting quotations for the comprehensive refurbishment of Fire Engine 3, a 2003 Pierce Contender fire apparatus stationed at Yellowstone National Park, under Solicitation #140P1426Q0003. The refurbishment project aims to extend the vehicle's service life by an additional 15 years through systematic replacement, rebuilding, or repair of deteriorated components including the cooling system, engine, brake system, suspension, electrical systems, and safety features, all compliant with NFPA 1912 standards and certified by a Master Fire EVT. Award will be made to the offeror providing the best value based on three evaluation criteria: price, technical capability (demonstrated ability to meet specifications), and prior experience (three examples of similar projects completed within the past two years). Offerors must submit completed price schedules, a two-page project narrative, three prior project references with contact information, federal provisions, acknowledgement of the SF-18 form, and contractor core data via email to Sharon LaRosa. The original solicitation was posted January 18, 2026, with a proposal due date of February 24, 2026; this deadline was extended through Amendment 0002 issued February 17, 2026, and all written questions must be submitted seven business days prior to the offer due date.
This is an unrestricted, firm fixed-price procurement with no set-aside designations, classified under NAICS code 811114 (Specialized Automotive Repair) with a small business size standard of $9 million. No incumbent contractor or specific award value is identified in the solicitation documents. The refurbishment project carries a performance period of 180 days from delivery of the apparatus to the contractor, with an overall contract timeline from February 25, 2026 through February 25, 2027 and a delivery date of June 30, 2026. Yellowstone National Park will be responsible for delivery and pickup of Fire Engine 3, reducing logistical burden on the contractor. The work encompasses extensive technical requirements including reduction of the water tank capacity from 1,000 to 750 gallons, replacement of emergency and auxiliary lighting with LED systems, installation of new SmartDock Gen II SCBA brackets, and upgrade to a Waterous VPO electric priming system, with optional pricing available for potential additional work such as pump rebuilds, transmission rebuilds, battery replacement, and tire replacement pending inspection findings.
