Yellowstone Engine 3 Rebuild Statement of Work

Introduction Yellowstone National Park’s 2003 Pierce Contender #3757436 (Engine 3) to be refurbished due to age. This refurbishment aims to extend the service life of Yellowstone National Park Engine 3 by an additional 15 years with replacement, rebuild, or repair of the components of the apparatus due to age and use.

Compliance with all standards applicable to a fire apparatus will be maintained. The refurbishing of Engine 3 will comply with NFPA 1912: Standard for Fire Apparatus Refurbishing.

Compliance Requirements

• All refurbishment work must adhere to NFPA specifications.

• Contractor must certify compliance with NFPA standards.

• All steel welding will be done to American Welding Society D1.1-96 standards for structural steel welding.

• All aluminum welding will be done to American Welding Society and ANSI D1.2-96 requirements for structural welding of aluminum.

• All work must be certified and performed by Master Fire EVT.

Notifications and Reporting Yellowstone National Park will deliver the fire apparatus. Upon delivery the apparatus will be inspected and deficiencies outside of the scope of this project will be identified. Once on site and work has begun all items that were not included in the initial bid or are considered an option, will be approved by Yellowstone National Park Fire Chief before work is performed.

Performance Time Once the apparatus is delivered there is a be a 180-day performance period to complete the work.

This time can be adjusted due to unforeseen circumstance such as supply chain and parts availability.

Refurbishment Tasks

Engine and Driveline Cooling System

• Upgrade and replace all components of the cooling system, including all hoses, radiator, water pump, radiator cap, and all hoses. Hoses shall be silicone.

• Check the air conditioning system.

• Replace the condenser when replacing the radiator.

Engine Inspection

• Check for leaks.

• Assess engine health concerning motor rebuild or replacement (currently not expected).

• Notify AHJ (Authority Having Jurisdiction) if deficiencies are found.

Engine Belts

• Replace all belts on the engine.

Alternator

• Inspect/performance test for rebuild or replacement; notify AHJ of findings.

Battery

• Inspect and replace batteries and battery cables as needed.

Transmission

• Inspection and Maintenance

• Inspect for leaks.

• Notify AHJ (Authority Having Jurisdiction) if deficiencies are found.

Driveline

• Inspect and notify AHJ (Authority Having Jurisdiction) if deficiencies are found.

• Repair bent bracket located under the radiator, see photo 5

Suspension

• Update chassis suspension with new springs and shock absorbers.

Brake System

• Complete brake replacement at wheel ends, including brake shoes, pins, drums, retraction springs, air chambers and rubber brake hoses.

Brake Valves

• Replace all brake valves with new ones. (Treadle, relay, QR)

Seals and Bearings

• Replace wheel seals and hub seals.

• Inspect wheel bearings and report any deficiencies to AHJ.

Generator and Scene Lighting Modifications

• Remove gas-powered generator and all associated wiring.

• Replace 240V scene lights with 12V LED scene lights.

NFPA Compliance Updates Emergency Lighting

• Replace all emergency lights with LEDs compliant with NFPA with the same size and type equivalent.

• Ensuring proper coverage is provided in compliance with NFPA.

Reflective

• Update the rear face of the truck with chevrons.

• Ensure current reflective striping meets NFPA standards

Wheels

• Install new heavy-duty or severe-duty aluminum wheels of proper size.

Windshields

• Replace both windshields.

Seat Belts

• Replace all seat belts to meet NFPA specifications.

SCBA Seat Brackets

• Replace the five (5) in seat SCBA brackets with SmartDock Gen II SCBA Bracket

Equipment Installation Auxiliary Lighting

• Remove side spotlights – seal opening with stainless or aluminum plate with gasket or silicone seal.

• Replace roof marker lights with a brow light bar that has the marker lights built in. The brow light bar should have adjustments for intensity. (Example, high, medium, and low)

Fire Pump and Tanks Engineer’s Panel

• Evaluate all gauges for replacement, uniformity, and appearance.

Plumbing System

• Inspect for leaks, damage, or deterioration

• Notify AHJ (Authority Having Jurisdiction) if deficiencies are found

Plumbing Valves

• Rebuild or replace all plumbing valves and drains on the fire pump with the same brand name.

• No substitutions allowed.

Pump and Pump Transmission

• Check for leaks.

• Consider rebuilds based on findings (no known deficiencies).

• Notify AHJ (Authority Having Jurisdiction) if deficiencies are found.

• Update to the new Waterous VPO electric priming system.

Water Tank

• Replace the 1,000 gallon water tank with a 750 gallon water tank.

• All trim and hose bed dividers will need be replaced to allow for the greater capacity of the hose bed. Hose bed capacity, 800’ of 5”, (2) two bays of 200’ of 3”, (1) one bay of 200’ of 1 ¾”

Option Pricing The following items need pricing in the event upon inspection it is deemed necessary to make the repairs, replacement, or rebuild.
