About this opportunity

The National Park Service Intermountain Region seeks a provider to install several miles of underground fiber optic connections and provide broadband internet services at Yellowstone National Park, with proposals due June 1, 2026. This is an unrestricted negotiated firm-fixed-price procurement with no set-aside.

Place of performance is Yellowstone National Park, Teton County, Wyoming (Mammoth, WY 82190), specifically Grant Village and Lewis Lake. The contractor must install approximately 11,052 to 12,440 linear feet of single-mode fiber optic cable to 13 designated NPS facilities and provide the network infrastructure while retaining ownership; the Park does not take asset ownership. Work must be completed within 365 days of Notice to Proceed.

The contractor must obtain and maintain a valid right-of-way permit from NPS prior to beginning work and submit annual work plans by April 1st each year. Fiber installation must comply with TIA-492CAAA and TIA-492E000 standards, with trench depths of 12–20 inches for standard drops and 30–36 inches for roadway installations. The contractor must provide 24x7x365 internet support including response times and outage notifications. Required broadband services include zero-mile dark fiber, business-class internet access (minimum 300 Mbps at Maintenance and Fuel facility, 100 Mbps at Lewis Lake Ranger Station), and residential internet access (100 Mbps shared). Broadband parameters mandate download speeds up to 1 Gbps with 99.999% reliability, less than 45 milliseconds latency, and less than 0.3% packet loss.

The project magnitude is between $250,000 and $500,000. NAICS code 237130 applies; small business size standard is $45 million. Davis-Bacon wage rates and performance and payment bonds within 10 calendar days of award are required. Evaluation weighs technical capability and past performance equally and collectively equal to price. Amendment 1, posted May 15, 2026, added a revised Statement of Work including a map and a questions-and-answers document clarifying that the contractor builds and owns the fiber network while providing services to the Park.
