About this opportunity
The Department of the Navy Naval Supply Systems Command sought maintenance and repair services for the YCV-20 barge at Yokosuka, Japan, with an original proposal due date of May 6, 2026 at 10:00 AM Japan Standard Time; however, Solicitation Amendment 0001 issued May 21, 2026 cancelled this solicitation entirely. The prior deadline had been extended to May 22, 2026 by that amendment before cancellation.
Firms without an active U.S. Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) certification as Prime Contractors were ineligible for award. Only sources duly authorized to operate and do business in Japan under DFARS 252.225-7042 could compete. The NAICS code was 336611, Ship Building and Repairing; PSC J999, Non-Nuclear Ship Repair (West).
Place of performance was the contractor's facility in Yokosuka, Kanagawa, Japan. The period of performance was August 1 through October 30, 2026. Work comprised comprehensive docking, dry docking, hull cleaning and conditioning to SSPC-SP3 standards, abrasive blasting and painting per NAVSEA specifications, zinc anode replacement, main deck recoating with non-skid coating, hatch and fitting replacement, void space cleaning and air testing, and associated documentation and project management. The contractor assumed full liability for the vessel during overhaul and bore responsibility for all labor, contractor-furnished materials, equipment, quality assurance, and compliance with NAVSEA technical manuals, OSHA standards, and environmental regulations.
Award would have been made on a lowest-price technically acceptable basis using Japanese Yen at the FY26 Budget Exchange Rate of JPY 150.4415 per USD 1.00. Contractor personnel required Level I Antiterrorism Awareness Training and compliance with 29 CFR 1915 occupational and health standards for shipyard employment. Offerors had to request access to the detailed Statement of Work through DoD SAFE by April 2, 2026.
