About this opportunity
The Department of the Navy Naval Supply Systems Command is procuring ship repair and maintenance services for the United States Navy ammunition transport barge YCV-20 through a Firm-Fixed-Price contract. The scope of work includes towing services, docking and undocking, underwater hull cleaning, preservation of structural and exterior components, zinc anode replacement, main deck repair and preservation, and void preservation. A critical qualification requirement is that offerors must possess either a current and active United States Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) issued by the U.S. Navy or NAVSUP Fleet Logistics Center Yokosuka; those without these certifications may apply but should anticipate up to one year for the certification process to complete. Eligibility is further restricted to sources duly authorized to operate and conduct business in Japan per DFARS 252.225-7042. The solicitation is expected to be issued as a Request for Proposal on March 25, 2026, with a pre-solicitation comment deadline of March 24, 2026, and solicitation documents will be available through SAM.gov.
No socio-economic set-asides will be used for this acquisition, and no specific incumbent contractor or award value is identified in the pre-solicitation notice. The Period of Performance is anticipated from August 1, 2026 through October 30, 2026, representing a four-month service delivery window. The contractor will be responsible for transporting the vessel from Commander Fleet Activities Yokosuka to their facility and returning it upon completion of all work. Points of contact for inquiries include Peter Jommel Arrieta (Contracting Officer) and Josabeth Brizuela (Contract Specialist). Prospective offerors without existing MSRA or ABR agreements should contact flcy_msra_abr_group@us.navy.mil to request an application package.
