About this opportunity

The U.S. Army Corps of Engineers (USACE) Portland District is conducting a Sources Sought Synopsis for the Yaquina Main Propulsion Shaft and Hub Overhaul, seeking contractors capable of performing critical dredge vessel maintenance. The project involves repairing two main propulsion shafts and two hubs at an ABS-approved Tailshaft Cladding Facility, with specific technical requirements including removal of existing shaft sleeves, magnetic particle inspections, installation of new Nickel Chrome Boron (NCB) liners, and Glass Reinforced Plastic (GRP) coating. Interested vendors must submit detailed documentation including their CAGE code, Unique Entity ID, small business status, and a Statement of Capability demonstrating technical competence in marine vessel maintenance. Technical inquiries should be directed to Julia Carlton and Brandon Lasich via email, with responses due by May 9, 2025. Evaluation will focus on vendors' skills, knowledge, experience, and capability to perform the described dredge vessel maintenance work.

The pre-solicitation notice does not specify a small business set-aside, though vendors are asked to indicate their small business status if applicable under NAICS 336611. The local technical representative for the USAV Yaquina's homeport is Pacific Marine Equipment, LLC (Todd Terry), and the contractor must also retain a Hundested Technical Representative. While no specific award value is mentioned, the work involves significant technical complexity, including transportation of shafts and tooling weighing approximately 13,650 lbs with an overall length of 42 inches. The project requires comprehensive quality control, with ABS and USCG inspections at multiple progress points, and the work must be completed with precise specifications, including specific surface treatments, coating applications, and machining tolerances. The performance timeline indicates the work should be completed by November 28, 2025, with detailed documentation and reporting requirements throughout the maintenance process.
