About this file

This Performance Work Statement (PWS) details the requirements for overhauling main propulsion shafts and hubs for the USAV Yaquina vessel. The contract involves repairing two main propulsion shafts and two hubs at an ABS-approved Tailshaft Cladding Facility, with specific technical specifications including removing existing shaft sleeves, performing magnetic particle inspections, installing new Nickel Chrome Boron (NCB) liners, and applying Glass Reinforced Plastic (GRP) coating. The work must be completed by 28 November 2025, and requires compliance with American Bureau of Shipping (ABS), United States Coast Guard (USCG), and other regulatory standards, with the contractor responsible for transportation, technical representative services, and comprehensive quality control and documentation.

The PWS stipulates detailed technical requirements for shaft and hub repairs, including precise machining specifications, surface treatments, coating applications, and inspection protocols. The contractor must provide a Quality Control Program, ensure all welders are qualified, submit Condition Found Reports (CFRs), and allow for ABS and USCG inspections throughout the process. The contract is firm-fixed price, with performance measured against specific quality standards, and potential consequences for non-compliance including contract modification, price reduction, or termination. The government will provide government-furnished property (GFP), including two CRPP shafts and two hubs, to be transported by the contractor between a warehouse in Portland, Oregon and the repair facility.
