About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking qualified vendors to construct a new boiler plant at the Hershel Woody Williams VA Medical Center in Huntington, West Virginia. This sources sought notice is for market research purposes only and does not constitute a formal solicitation or binding request for proposals. The government requires vendors to provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the project, with particular attention to managing significant grade changes and major site phasing requirements on the construction site. Responses will be evaluated based on vendor capabilities to handle similar scope and magnitude contracts, compliance with subcontracting limitations, and socioeconomic classifications, though all interested parties—regardless of business size—are invited to submit information for evaluation purposes. The deadline for responses is March 5, 2026, at 4:00 PM Eastern Time, and all submissions must be sent via email to rebecca.besten@va.gov, with no telephone inquiries accepted.

This acquisition is currently set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) registered in the SBA VetCert database, provided the government receives two or more qualified offers at fair and reasonable prices; if adequate responses prove insufficient, alternative set-asides or full and open competition may be pursued instead. The anticipated construction magnitude ranges from $50,000,000 to $100,000,000, making this a substantial federal construction project under NAICS code 236220 (Plumbing, Heating, and Air Conditioning Contractors). No incumbent contractors or current award holders are identified in this notice. The project location is 1540 Spring Valley Drive, Huntington, West Virginia 25704, and inquiries should be directed to Contract Specialist Rebecca Besten at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia. The government will not provide compensation for information submitted in response to this market research notice.
