About this file

This is a Sources Sought Notice for market research purposes conducted by the Veterans Health Administration Network Contracting Office 5 (NCO 5) regarding construction of a new boiler plant at the Hershel "Woody" Williams VA Medical Center in Huntington, WV. The government is seeking qualified vendors to provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the project. The construction site presents significant challenges due to major grade changes requiring extensive site phasing. The anticipated magnitude of construction is between $50,000,000 and $100,000,000, with responses due by 4:00 PM Eastern Time on February 11, 2026, to rebecca.besten@va.gov. The applicable NAICS code is 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a small business size standard of $19 Million.

The contracting office is located at Louis A Johnson VAMC, Clarksburg, WV, with Contracting Officer Laura Tawzer as the primary point of contact. All interested parties—regardless of small business or socioeconomic status—are invited to submit responses for evaluation. Pursuant to 38 U.S.C. 8127(d), acquisitions will be set-aside for Service-Disabled Veteran-Owned Businesses (SDVOSBs) or Veteran-Owned Businesses (VOSBs) registered in the SBA VetCert database when there is reasonable expectation of receiving two or more qualified offers at fair and reasonable prices. Responses must include company name, address, point of contact information, SAM Unique Entry ID, socioeconomic classification, proposed NAICS code or PSC, capabilities statement demonstrating experience with similar scope and magnitude contracts, and compliance explanation regarding subcontracting limitations. No telephone inquiries will be accepted, and the government will not compensate respondents for information provided.

Small Business Requirements For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of acquisition strategy and set-aside requirements if a solicitation becomes available.

However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered.
