About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is conducting market research for a parking ramp expansion project at the Buffalo VA Medical Center in Buffalo, NY. The project involves constructing a two-level vertical expansion of an existing three-level parking structure, adding approximately 53,000 gross square feet of parking per new level, along with a new stair tower containing two elevators, solar array canopy installation, and reconfigured adjacent parking and roadways. The general contractor will be required to provide two off-campus parking lots within a 15-minute drive of the medical center to replace lost on-campus parking during construction. This requirement was previously solicited as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under RFP 36C77625R0023 but was cancelled due to budget constraints when proposals exceeded the VA's approved budget. The VA will use market research responses to determine whether to proceed with full and open competition or limit competition among small business categories, and interested contractors must submit an eight-page capability statement by September 9, 2025, at 1:00 PM ET.
This opportunity has no set-aside designation currently applied, representing a shift from the previously cancelled SDVOSB set-aside solicitation. The target ceiling for award of this minor construction project is approximately $24M to $25M, though the government cannot guarantee additional funds will be made available beyond this range. The project is anticipated to be structured as a competitive firm-fixed-price design-bid-build contract using NAICS code 236220 with a size standard of $45.0 million. The estimated project duration is 730 calendar days, and the formal solicitation is planned for October 2025. No current incumbent contractors are identified in the documentation, as this represents a new construction expansion rather than a replacement of existing services.
