DESCRIPTION

INTRODUCTION:

In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2), this Sources Sought Notice is for market research and information purposes only at this time and will not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA).

Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the Parking Ramp Expansion Minor construction project at the Buffalo VA Medical Center (VAMC) at 3495 Bailey Avenue, Buffalo, NY 14215.

This requirement was previously solicited as an SDVOSB set-aside under Request for Proposals (RFP) 36C77625R0023 but was subsequently cancelled due to budget funding constraints concerning proposal pricing received that exceeded the VA’s approved budget.

The VA reviewed the requirement and current market pricing. The target ceiling for award of this Minor construction project is approximately $24M to $25M. The Government cannot guarantee additional funds will be made available for award.

PROJECT DESCRIPTION:

The purpose of this project is to construct a two-level vertical expansion to the top of the existing three-level parking structure. Work includes a new stair tower with two elevators for the whole combined height of the garage, adjacent parking, drop off, and roadway work will be reconfigured. This project also requires the installation of a solar array canopy and contractor will provide off-campus construction impact parking.

The general contractor will be responsible for providing a minimum of two parking lots for the duration of construction. One lot will be located to the north of the Buffalo VAMC and the other lot will be located to the south. Both lots must be located within a 15-minute drive to the Buffalo VAMC. The purpose of the parking lots is to replace on-campus parking impacted/lost during construction.

See Section 01 00 00 General requirements, 1.3 Statement of Bid Item(s) in the attached file Specifications Vol 1 for additional information regarding the project requirements.

PROCUREMENT INFORMATION:

The proposed project will be a competitive firm-fixed-price contract utilizing the design-bid-build approach (final specifications and drawings will be provided). The anticipated solicitation will be issued as an RFP in accordance with FAR part 15. This project is planned for advertising in October 2025. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard $45.0 million. The duration of the project is currently estimated at 730 calendar days from the issuance of a Notice to Proceed. The services for this project will include providing all construction-related labor, materials, and equipment required to complete the project as per contract documents prepared by an independent Architect-Engineer firm.

The results and analysis of the market research will determine whether to limit competition among the small business categories, proceed with full and open competition as other than small business, or use a tiered set-aside evaluation. The type of socioeconomic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process.
