About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 12, seeks sealed bids for pool and HVAC system replacement and renovation at Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, with bids due August 21, 2026. This procurement is a 100 percent SDVOSB set-aside.

Place of performance is North Chicago, Illinois. The project scope includes complete pool renovation to meet current code and Architectural Barriers Act (ABA) compliance standards, modernization of pool plumbing and systems, conversion of staff and patient locker rooms to ABA compliance, demolition of the existing roof-mounted air handling unit, and installation of a new exterior pad-mounted HVAC unit. The contractor must provide all labor, materials, equipment, tools, quality assurance, and supervision. Performance period is 365 calendar days from Notice to Proceed, with a performance schedule including 30 calendar days for submittals (21 days VA review), 293 calendar days for mobilization and construction, and 14 calendar days for acceptance and closeout.

Work hours are 7:00 AM to 3:30 PM Monday–Friday; work on Federal Holidays and weekends when holidays fall on Monday or Friday is prohibited. The contractor must engage independent Scheduling Consultants holding PMI-SP certification or equivalent to develop resource-loaded Critical Path Method schedules with 14-day maximum activity durations, driven by the longest lead-time item delivery date (HVAC equipment typically requires 40–50 weeks lead time). Contractor personnel must comply with VHA Directive 1192.01 influenza vaccination requirements. The estimated project value falls between $1,000,000 and $5,000,000; the contract type is firm-fixed-price. A bid guarantee of not less than 20 percent of the bid price (not to exceed $3,000,000) is required, and the successful bidder must furnish performance and payment bonds equal to the contract value. Limitations on subcontracting require 85 percent of labor costs to be performed by certified SDVOSBs or similarly situated firms. The NAICS code is 236220 with a small business size standard of $45 million. Davis-Bacon prevailing wage determinations apply for seven Illinois counties. Questions are due August 7, 2026. An organized site visit is scheduled for July 28, 2026, at 9:00 AM at Building 3.
