About this opportunity
The Department of Veterans Affairs Central Virginia VA Health Care System in Richmond, Virginia is seeking construction services to replace and upgrade their existing nurse call/code blue system throughout the facility. The comprehensive project includes demolition, architectural, structural, electrical, electronics/security, telecommunications, and healthcare technology systems work to upgrade hardware and software, user terminals, patient room devices, notification/signaling devices, and interconnecting data infrastructure. The work must be performed in phases to minimize or avoid system outages during the upgrade process, and all construction must comply with VA-prepared drawings and specifications. While the VA is considering standardizing on HillRom brand equipment, they are specifically requesting recommendations for alternate domestic nurse call systems that meet or exceed HillRom's quality and capabilities. Interested sources must submit capability statements and company information via email by March 3, 2025 at 2:00 PM Eastern Standard Time to the designated contracting officers.
This opportunity is designated as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 236220 (Commercial and Institutional Building Construction), and only SBA VetCert verified SDVOSB firms will be eligible for consideration. The VA has not identified any current incumbents but has expressed preference for HillRom brand equipment based on technical suitability, cost considerations, and compatibility factors. The estimated contract value ranges between $5 million and $10 million, with the equipment needed for implementation by May 2025. The VA plans to issue an Invitation for Bid (IFB) following this market research phase, with an anticipated 30-day response period once the formal solicitation is released. The attached market survey spreadsheet provides detailed specifications for the HillRom components under consideration, including various hardware items, software licenses, and maintenance agreements that would be part of the comprehensive system upgrade.
