About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking a construction contractor to perform a comprehensive renovation of the Cardiac Catheterization Lab Replacement Room 4A124 at the Washington DC VA Medical Center. The project involves selective demolition and complete renovation of interior architectural, structural, mechanical, electrical, and plumbing systems, including flooring, ceiling, and wall finishes for approximately 2,200 square feet of space. Contractors must be qualified under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45.0 million and must obtain all necessary licenses and permits for work in Washington DC. The evaluation will use trade-off procedures with six technical factors including professional qualifications of key personnel, specialized experience, firm capacity, past performance, proximity, and SDVOSB commitments, with technical factors being significantly more important than price. The solicitation was posted on July 3, 2025, with a site visit held on July 16, 2025, and proposal responses due by August 29, 2025, at 10:00 AM Eastern Time.
This procurement is exclusively set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB), requiring contractors to be registered and certified through veterans.certify.sba.gov and SAM.gov. The estimated construction cost ranges between $2,000,000 and $5,000,000, with an expected project duration of 240 calendar days. The renovation includes installation of specialized medical equipment such as a Philips Azurion 7 C20 Cardiac Catheterization Lab system and a ceiling-mounted patient lift system with 750-1200 pound capacity. The project requires strict infection control protocols including Level IV precautions with hard barriers, anteroom pressure control, and comprehensive dust management due to the high-risk nature of construction in an active healthcare facility. Prospective contractors must demonstrate experience with three High Cost/High Tech site preparation projects in healthcare settings within the past 10 years for their project managers and superintendents.
