About this file

This document is a Request for Proposal (RFP) Amendment for a Cardiac Catheterization Lab Replacement project at the Washington DC VA Medical Center. The solicitation is a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside for general construction, with an estimated cost range between $2-5 million and a project duration of 240 calendar days. The project involves comprehensive renovation of Room 4A124, including selective demolition, architectural, structural, mechanical, electrical, and plumbing systems work.

The amendment provides detailed evaluation criteria across six technical factors weighted from 10-25%, including professional qualifications of key personnel, specialized experience, firm capacity, past performance, proximity, and SDVOSB commitments. Notably, the RFP includes specific requirements for project managers and superintendents, mandating three High Cost/High Tech site preparation projects in healthcare settings within the past 10 years. Proposals are due by 10:00am EST on August 29th, 2025, with submissions required in two volumes: a technical proposal (Volume I) and a pricing proposal (Volume II). The procurement will use trade-off procedures, with technical factors being significantly more important than price.

VA-VHA-RPOE-2025-0010

1. Can the Government confirm whether the requirement for “three (3) High Cost/High Tech (HCHT) site prep projects” in the past 10 years is a mandatory requirement for the proposed Project Manager and Superintendent?

Confirmed. Evaluation Criteria Factor 1 states the Project Manager and Superintendent “Shall have” the stated experience.

2. May equivalent healthcare construction experience suffice if fewer than three HCHT projects exist?

No. See Evaluation Criteria Factor -2

3. Can projects “under the individual’s direct supervision” substitute for experience performed in the proposed role?

Yes.

4. Please clarify if a superintendent can be a dual hat to cover the requirements of Project Manager?

No. The evaluation criteria requires both a Project Manager and Site Superintendent.

5. If no to the question above, will the Project Manager need to be full-time for this project?

There is no stipulation indicating the Project Manager shall be full-time.

6. Are offerors required to demonstrate HCHT experience from both the prime and subcontractors, or may the prime contractor alone meet this threshold?

Yes. Offerors are required to demonstrate HCHT experience from Prime and / or subcontractors.

7. What documentation will be considered sufficient — project narratives, references, or formal PPQs?

In accordance with Evaluation Criteria Factor 4, PPQ’s are required to be submitted. Project narratives should be submitted as part of the Factor 2 requirement. References will be accepted if provided.

8. What is the minimum or target magnitude (e.g., construction dollar value or square footage) for submitted projects under Factor 2 and Factor 4?

There is no minimum dollar or square footage value. Only a requirement to provide example projects similar to, or larger than the proposed project.

9. May the same projects be submitted under both factors, or is the Government seeking distinct examples for each?

Yes. The evaluation criteria does not require unique submissions for each factor.

10. Can the Government confirm whether three (3) total projects are required under Factor 2?

Yes. Evaluation Criteria Factor 2 states “Offeror will demonstrate specific relevant experience by submitting examples of completed and operational Cardiac Catheterization laboratories and/or Hybrid OR and/or electrophysiology laboratories or any combination thereof totaling three (3) projects relating to site preparation for medical equipment.

11. Must each project include all three specialties (Cath Lab, Hybrid OR, EP Lab), or can individual projects address one specialty each?

No. Individual projects may address one specialty each.

12. How does the Government define “completed and accepted”?

Factor 2 language has been updated. See attached updated Evaluation Criteria (7/31/25)

13. Does Substantial Completion suffice?

Yes. See revised language.

14. Are projects with minor open punch-list items disqualified?

No.

No.

16. Will the Government accept a specific phase or component of a larger multi-phase contract as a stand-alone past performance example, if clearly described and relevant?

Yes, if the project is clearly defined and is relevant to Cardiac Catheterization laboratories and/or Hybrid OR and/or electrophysiology laboratories

17. Will the Government evaluate projects that meet the magnitude threshold but were not performed in active healthcare environments? Conversely, will projects performed in occupied healthcare settings but that fall below the cost threshold be acceptable and evaluated?

No, high magnitude threshold projects that are NOT performed in active healthcare environments will not be considered. Yes, project performed in healthcare settings that involve HCHT equipment but fall below the cost threshold may be considered.

18. Would an ongoing, multi-year contract (e.g., BPA or regional PM contract with completed TOs) be considered compliant if the scopes align with solicitation requirements?

Yes, if the project is clearly defined and is relevant to Cardiac Catheterization laboratories and/or Hybrid OR and/or electrophysiology laboratories.

19. Will the Government consider relevant experience and past performance from a proposed SBA-approved Mentor under an active Mentor-Protégé Agreement?

No, experience must be provided per the solicitation.

20. If subcontractor or mentor experience is accepted, is a Letter of Commitment or Consent Form required at proposal submission? Is there a preferred format or template?

27. Are GC licenses, PEs, or trade licenses required at proposal stage?

See response to #26.

28. Does the Government require a specific section order or header structure for the technical proposal?

Please refer to the solicitation; two volumes are required – Volume I is the Technical Proposal; Volume II is the Pricing Proposal.
