About this opportunity

The VA Network Contracting Office 20 in Vancouver, Washington is soliciting firm-fixed-price proposals on behalf of the Boise VA Medical Center to completely renovate and expand a continuously operating emergency room, with proposals due November 6, 2026 at 10:00 a.m. Mountain Time under Amendment 0004. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, and offers without the completed, signed VAAR 852.219-75 limitations on subcontracting certification are deemed ineligible for evaluation and award. The certification limits payments to non-SDVOSB/VOSB subcontractors to 85% of the government payment amount.

Work is performed at Boise VA Medical Center, 500 W. Fort Street, Boise, Idaho, in Building 85, first floor. The project renovates 10,700 square feet and expands the emergency department from 5,700 to 8,900 square feet, with adjacent admitting, corridor, and waiting functions occupying an additional 1,800 square feet. The period of performance is 443 calendar days from Notice to Proceed, executed in two phases to maintain 24/7 emergency operations. The project magnitude is between $10 million and $20 million under NAICS 236220, with a $45 million size standard and PSC Y1DA.

Distinctive requirements include a Class IV Infection Control Risk Assessment protocol with HVAC isolation and negative-pressure barriers, a hydraulically calculated NFPA 13 wet-pipe sprinkler design, and a critical path method schedule due within 10 calendar days of Notice to Proceed. Offerors must demonstrate ten years of commercial sprinkler and plumbing installation experience and maintain service organizations within 100 miles capable of four-hour emergency response. Personnel must hold OSHA 10-hour and 30-hour certifications, and personnel vetting is commensurate with risk and sensitivity levels. Davis-Bacon wage determination ID20260104 applies, and Buy American requirements govern construction materials. Past performance questionnaires go to melissa.howard2@va.gov and sandra.snediker@va.gov.

Amendment 0002 answered one pre-bid RFI on Mentor-Protege Joint Venture team eligibility. Amendment 0004 extended the deadline from October 30, 2026, and states that responses to submitted questions and any solicitation revisions will issue by subsequent amendment. The October 5, 2026 site visit and October 13, 2026 written question deadline have passed. All communications must go by email, and offerors must acknowledge each amendment before the deadline, as failure to do so may result in rejection of the offer.
