Statement of Work Summary: Expand Emergency Room
This is a Statement of Work (SOW) for Boise Veterans Affairs Medical Center Project Number 531-25-102, titled "Expand Emergency Room." The project involves renovating 10,700 square feet of space within Building 85, first floor, to expand the existing 5,700 square foot emergency department to 8,900 square feet, with adjacent functions (Admitting Office, corridors, and ER waiting) occupying an additional 1,800 square feet to be reconfigured and relocated. The contractor must provide all tools, equipment, materials, labor, supervision, and management to complete the work, including demolition, structural work, wall systems, flooring, painting, ceiling systems, windows, architectural finishes, millwork, mechanical systems (HVAC and hydronic), plumbing, medical gas, patient lifts, fireproofing, electrical, telecommunications, nurse call, security, fire alarm, fire protection sprinkler work, and potential asbestos/lead abatement. The work will be completed in two anticipated phases to maintain 24/7 emergency department operations and patient care continuity.
The contractor must comply with strict operational requirements specific to an active medical center environment. Construction activities shall be secondary to hospital operations, with restrictions on timing, noise, noxious fumes, and vibrations, with final authority over scheduling vested in the Contracting Officer or designated representative. The contractor is responsible for all testing and laboratory services, proper waste disposal per provided guidelines, and coordination with the Contracting Officer's Representative (COR) regarding disruptions. Security requirements mandate access only to buildings directly associated with the work, with no entry into patient care areas, and construction site security must be provided. The project follows a Class IV Infection Control Risk Assessment (ICRA) protocol requiring HVAC isolation, critical barriers with negative air pressure, anterooms with HEPA vacuuming, shoe covers, and contained waste transport. The contract length is 443 calendar days from Notice to Proceed, with a Limited Notice to Proceed issued after the preconstruction meeting for submittals and procurement, and a Construction NTP likely issued in Spring 2027. The place of performance is Boise VA Medical Center, 500 W. Fort Street, Boise, ID 83702, with the COR being Brian Blake (208-422-1061, brian.blake@va.gov).
