About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is soliciting quotes for grease trap lining services at the Vancouver Washington Health Care System under solicitation number 36C26025Q0655. The contractor will be required to empty, power wash, and apply a high-build epoxy lining system to a 1000-gallon grease trap tank serving Building 15, located south of Building 20. The epoxy lining system must be solvent-free, provide high chemical resistance, enable structural renewal, and withstand temperatures up to 200°F, with a 10-year warranty required for manufacturer and installation defects. The solicitation specifies a performance period of 30 days for submittal and 30 days for construction completion. Vendor questions were due by July 24, 2025, at 12:00 PM PDT, with quotes required by July 31, 2025, at 12:00 PM PDT.

This opportunity is designated as a small business set-aside, requiring offerors to be registered in the SBA database as a small business at both the time of offer submission and award. The contract carries a value of $16.5 million with Net 30 payment terms. Work will be performed at the Vancouver Washington Health Care System facility, specifically involving the grease trap tank that serves Building 15. The solicitation falls under NAICS code 562998 for Miscellaneous Waste Management Services and includes clarification from the government that while PPG Raven 405 epoxy was reviewed during statement of work development, it is not mandatory, and a typical 1-year warranty is acceptable despite the original 10-year warranty requirement mentioned in the specifications.

Update #2 · Latest ·

Q) 1. My question is regarding the 10-year warranty requirement.  I have only found one epoxy lining system stating the service temp. up to 200F and they do not have a 10-year warranty.  Their standard warranty is only 1 year.

Will you accept an 10 year warranty that is backed by the contractor and does not have the manufacturers involvement in the extended warranty documentation?

Or is there a product that the owner is referring to that we would use "or equal"Â that you can list in the specifications that has a standard 10 year manufacturers warranty?

We have a lot of experience using the Raven 405 Epoxy for these products but the manufacturer is unwilling to issue a 10-year warranty.  However, as a contractor, we have  completed dozens of successful projects that required a 10-year warranty, that are backed by the contractor as the coating applicator.

1. PPG Raven 405 was reviewed when developing SOW, however it is not mandatory to use this product. A typical 1-year warranty is acceptable.
