About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 seeks Phase 2 renovation of the canteen kitchen at Ralph H. Johnson VA Medical Center in Charleston, South Carolina, with proposals due June 18, 2026, at 1:00 PM EST. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) only, foreclosing all competition outside that pool.

Place of performance is Charleston, South Carolina (109 Bee Street). The estimated construction cost is between $500 million and $1 billion. Work includes demolition of the existing front-line grill hood, fire suppression system, ductwork with asbestos-containing mastic, and exhaust fan; installation of new front-line hood, fire suppression system, dedicated air handler, exhaust fan, ductwork, and two existing fabricated canteen kitchen hoods with electrical and controls per specifications and drawings. The period of performance is 180 calendar days after Notice to Proceed. NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1DA, Construction of Hospitals and Infirmaries.

Offerors must be VetCert-certified SDVOSBs and comply with VETS 4212 reporting. All contractor personnel must obtain VA security clearance. A mandatory site visit is scheduled for May 15, 2026, at 10:00 AM EDT. Requests for Information are due May 20, 2026, at 10:00 AM EDT. Key personnel (Project Manager, Onsite Superintendent, Site Safety and Health Officer, Contractor Quality Control Manager) must each have a minimum five years of construction supervision experience and one completed similar project. The Government intends to award a Firm Fixed Price contract using the lowest price technically acceptable evaluation method, with technical evaluation based on qualifications of key personnel, key subcontractors' capability to meet specifications, and project execution demonstrating ability to meet schedule, phasing, communication, and safety requirements. Offerors must furnish a proposal guarantee of 20 percent of bid price or $3 million, whichever is less. Davis-Bacon Act prevailing wage rates apply. Amendments 0001 through 0004 have modified RFI response posting dates, confirmed the SDVOSB set-aside, extended the proposal due date from June 10, revised evaluation criteria for Factor 2 (Key Subcontractors—Technical), and added hazmat survey and kitchen hood basis-of-design documents to the package.
