About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Veterans Integrated Service Network 23, is seeking a construction contractor to renovate Wing 4B of a locked mental health ward located in North River, North Dakota. The project involves comprehensive renovation work including hard wall construction barriers, demolition of floors and ceilings, flooring installation, furniture upgrades, and critical system improvements spanning HVAC, lighting, plumbing, and fire suppression. The solicitation (Number 36C26325B0009) requires contractors to execute work with strict patient safety protocols and precise phasing management. Contractors must complete the project within a structured timeline, with initial periods dedicated to badging and background checks. The solicitation is set to close on May 14, 2025, at 11:00 AM Central Time, with contractors expected to submit comprehensive proposals demonstrating capability to manage complex healthcare facility renovations.

The contract is specifically set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors and falls under the Commercial and Institutional Building Construction NAICS category (236220). The place of performance is the Fargo VA Medical Center, with work restricted to Monday-Friday, 8:00 AM to 4:00 PM and limited after-hours capabilities. Contractors must adhere to strict infection control measures and maintain patient safety throughout the renovation process, including preserving temporary sally ports and preventing patient elopement. The project involves multiple construction phases with patients occupying adjacent non-construction areas, and the VA will provide specific furniture items like rotomolded beds, activity tables, chairs, and nightstands for installation. While specific award value is not explicitly stated, the comprehensive nature of the renovation suggests a significant contract value, with an initial 90-day period dedicated to preparatory activities before full construction commences.
