About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA VHA) is seeking a service-disabled veteran-owned small business contractor to complete a comprehensive renovation of Wing 4B at a medical facility located in North River, North Dakota. The project involves critical construction and renovation of a locked mental health ward, requiring specialized construction work including hard wall barrier installation, floor and ceiling demolition, flooring upgrades, and comprehensive systems improvements covering HVAC, lighting, plumbing, and fire suppression. Contractors must adhere to strict patient safety protocols, maintain temporary sally ports during construction, and minimize patient disruption throughout the renovation process. The solicitation requires a full-time dedicated superintendent and mandates specific after-hours work limitations between 5-7 PM. The proposal response is due by May 14, 2025, at 11:00 AM Central Time, with contractors expected to coordinate closely with VA staff and obtain necessary approvals for each phase of the project.

The contract is specifically set aside for service-disabled veteran-owned small businesses within the Commercial and Institutional Building Construction NAICS category (236220). The renovation will take place at the North River, ND facility, with a primary focus on upgrading an inpatient mental health unit that requires precise construction barrier and signage standards. While specific award values are not explicitly stated, the project involves comprehensive renovations including pick-proof caulking, fire code compliance, and system upgrades across approximately 4,000 square feet of medical facility space. Contractors must possess specialized experience in healthcare facility renovations, particularly in sensitive environments like mental health units. The project timeline suggests a phased approach, with critical coordination requirements between the contractor and VA medical staff to ensure minimal disruption to patient care and facility operations.
