About this opportunity

The Department of the Air Force Air Education and Training Command is seeking a comprehensive roof repair project for Building B826 at Vance Air Force Base. The contract involves complete removal of existing roofing materials, including a low-slope ballasted built-up roof and two steep-slope standing seam metal roofs. Contractors will be required to replace the entire roof area with a new fleece-backed single-ply TPO roofing system installed over cover board and tapered insulation, along with new gutters and downspouts. The project is classified under the NAICS category 236220 for Commercial and Institutional Building Construction and PSC category Z2JZ for Repair or Alteration of Miscellaneous Buildings. The pre-solicitation notice was posted on June 5, 2025, with responses due by June 19, 2025, indicating a relatively short response window for potential bidders.

The contract does not have a specific set-aside designation, meaning it is open to all qualified contractors. The total project timeline is 165 calendar days, with 120 days allocated for submittal approval, mobilization, and material procurement, and 45 days for actual construction. Contractors will be expected to provide a comprehensive 30-year manufacturer's warranty with no dollar limit, covering full system water-tightness and all associated components. The roofing system must meet specific technical requirements, including wind uplift resistance, fire resistance, and solar reflectance. While the exact contract value is not specified in the pre-solicitation notice, the extensive technical specifications and warranty requirements suggest this will be a significant and complex roofing rehabilitation project for the Air Force.
