About this file
This Statement of Work (SOW) outlines requirements for procuring, delivering, installing, and commissioning two production-capable metal laser powder bed fusion (L-PBF) additive manufacturing systems for Oak Ridge National Laboratory (ORNL), a Department of Energy (DOE) facility. The procurement comprises one medium-scale dual-laser system and one large-scale six-laser tall-build system, with both systems utilizing independently controlled near-infrared fiber lasers and supporting coordinated multi-laser operation through a common OEM software environment.
The medium-scale system must feature exactly two lasers with usable build dimensions of 200-300 mm (X and Y) and 300-400 mm (Z), a square build area, and build-plate temperatures up to 500°C. The large-scale system must include exactly six lasers with usable build dimensions of 400-500 mm (X and Y) and 1600-1800 mm (Z), also with a square build area. Both systems must support a minimum 20 µm selectable layer thickness, inert process environments achieving 500 ppm oxygen or less, water-cooled optics, beam-shaping capability indexed from Gaussian to ring mode, near-infrared camera monitoring for anomaly detection, and interoperability of build files and process parameters between platforms. The Seller must provide all machine-control and build-preparation software with perpetual licenses, complete installation and facility-planning documentation, compressed-gas and utility requirement specifications, and English-language maintenance and calibration procedures with recommended spare-parts lists. Factory acceptance testing (FAT) and site acceptance testing (SAT) must be completed using Haynes 282 powder qualification builds, with preliminary facility-planning documents due 30 days after award, final configuration 60 days after award, FAT completion before shipment, installation within 60 days of delivery, and SAT completion within 15 days after installation. The Seller must provide onsite training covering machine operation, powder handling, build preparation, multi-laser operation, beam-shape selection, calibration, maintenance, and file transfer procedures before final acceptance. All corrective actions resulting from FAT or SAT failures shall be completed by the Seller at no additional cost to the Company unless otherwise agreed in writing.

1. Purpose
This Statement of Work (SOW) sets forth the requirements for the procurement, delivery, installation, commissioning, acceptance testing, documentation, software, and training associated with two metal laser powder bed fusion (L-PBF) additive manufacturing systems to be provided by the Seller to Oak Ridge National Laboratory (ORNL), the Company, pursuant to a contract with the U.S. Department of Energy (DOE).
2. Background
Company seeks to expand and modernize its metal additive manufacturing capability through acquisition of two complementary production-capable metal L-PBF systems: one medium-scale system and one large-scale, tall-build system. The systems are intended to provide complementary build-volume capability and support a substantially common process-development, build-preparation, machine-control, and parameter-management workflow.
This procurement is intended to support process development, qualification, and production-relevant manufacturing activities. The systems will be used to develop and transfer build files and process parameter sets between machine platforms to the maximum extent practicable. This SOW is written to clearly define the technical, administrative, and acceptance requirements for the equipment and associated services so that responsibilities and expectations are aligned among Company, Seller, procurement personnel, and compliance reviewers.
3. Objectives
• Procure one medium-scale and one large-scale tall-build metal L-PBF system.
• Ensure both systems support coordinated multi-laser operation and a substantially common

• Obtain complete facility-planning, installation, safety, maintenance, and calibration documentation for both systems.
• Successfully complete factory acceptance testing (FAT), delivery, installation, commissioning, site acceptance testing (SAT), and training.
• Demonstrate interoperability of build files and process parameter sets between the two systems using the supplied software environment.
• Establish production-capable systems suitable for Company-controlled process development and operation
