About this file
This is a Request for Proposal (RFP) from Oak Ridge National Laboratory (ORNL), a Department of Energy facility managed by UT-Battelle, LLC, seeking qualified vendors to supply two Laser Powder Bed Fusion (L-PBF) metal additive manufacturing systems for the Defense Manufacturing Program Office. The solicitation number is RFP511373, with a question deadline of October 27, 2026 at 3:00 PM EST and an offer deadline of November 3, 2026 at 3:00 PM EST. The RFP specifies that one medium-scale dual-laser metal L-PBF system and one large-scale six-laser tall-build metal L-PBF system must be provided. The contract will be a firm fixed price subcontract with a 120-day offer validity period. NAICS code 339999 (All Other Miscellaneous Manufacturing) applies with a 550-employee size standard, and this is not a small business set-aside. Payment terms are Net 30 for large businesses or Net 15 for small businesses upon final acceptance, with electronic funds transfer required.
The technical proposal must demonstrate thorough understanding of requirements across 14 key areas, including capability and relevant experience with production-capable metal L-PBF systems, facilities and personnel resources, technical approach, system configuration specifications, software and data environment, facility planning and installation, testing and verification methodology, delivery and documentation, training approach, performance schedule, relevant prior work references, warranty and service support, and other supporting factors. Specific requirements include provision of a substantially common OEM software environment across both systems, coordinated multi-laser processing capability, beam-shaping functionality selectable from Gaussian to ring mode, near-infrared layer imaging, build-data capture and export, transfer of build files and process parameters between systems, and comprehensive peripherals and material handling equipment. The price proposal must include detailed breakdowns of direct labor (with fully burdened rates and key personnel identification), all subcontractors, travel, materials and equipment, other direct costs, and fee or profit using weighted guidelines format. The basis of award is Lowest Price Technically Acceptable (LPTA), requiring the offer to meet all specified requirements with no exceptions. Offerors exceeding $15,000 must submit Representations and Certifications; those at $900,000 or more (large business) must submit a Small Business Subcontracting Plan; and those exceeding $2.5 million must submit Cost Accounting Standards certification.
