About this file

This is a federal contracting form BSD-CS-2125 titled "Representations Regarding Small Business Subcontracting Plan" (October 2025 version) used by offerors to certify their exemption status from small business subcontracting plan requirements.

The form allows offerors to represent that they are not required to submit a small business subcontracting plan by checking one or more of four exemption categories: (1) the offeror qualifies as a small business under 13 CFR Part 121; (2) the contract value does not exceed $2 million for construction of public facilities or $900,000 for other work; (3) there are no subcontracting opportunities with either big or small businesses, requiring description of why; or (4) there are no subcontracting opportunities specifically with small businesses, requiring the offeror to identify types of big business subcontracting planned, document efforts to locate capable small business subcontractors, and justify why small business participation is not feasible. The form requires signature by an authorized representative, including name, title, and date, and must reference the applicable solicitation number. Additional pages may be attached to support exemption justifications as needed.
