About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking a succeeding lease for clinical and related space to support the Sayre, Pennsylvania Community Based Outpatient Clinic (CBOC). The VA intends to award a sole source lease to the incumbent contractor, UIRC-GSA V SAYRE PA, LLC, under the authority of GSAM Part 570.402, which permits sole source awards when competition would result in substantial duplication of costs. This is a Sources Sought Notice inviting alternative proposals from interested parties who believe they can provide suitable space within a delineated geographic area; responses will be evaluated solely to determine whether competitive procurement should be conducted. The Government will consider alternative space only if it is economically advantageous and all relocation costs—including physical move, tenant improvement replication, telecommunications infrastructure, and agency downtime—can be offset through competition. Responses to this notice are due by April 3, 2026 at 12:00 PM EST and should be submitted via email to Maricela.Everitt@va.gov, with inquiries directed to Lease Contract Specialist Maricela Everritt at the VHA Minor Leasing-East Region office in Wilkes-Barre, PA.
The lease requires approximately 18,300 rentable square feet of clinical space and must be available for occupancy by July 17, 2026, when the current lease at 301 North Elmira Street expires. The estimated lease term is up to ten years, consisting of a five-year firm term with a five-year non-firm option period. Tenant improvements must include upgrades to IT infrastructure to comply with Electronic Health Records Module (EHRM) requirements. The required location must fall within a delineated geographic area bounded by Interstate 86 to the north, US Route 220 to the west, State Route 199 to the south, and North River Street to the east. There is no set-aside designation for this procurement, and the Government has not disclosed a budget range or award value. This notice does not obligate the Government to award a contract or reimburse costs incurred by responding parties.
Notice text
DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a succeeding lease to UIRC-GSA V SAYRE PA, LLC, under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS. However, any party who believes it can provide a facility that would satisfy the above requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.
The Department of Veterans Affairs currently occupies clinical and related space at 301 North Elmira Street, Sayre, PA18840 in a lease that expires July 16, 2026. To satisfy the VA mission requirements, the current Sayre CBOC must remain operational.
Term: Estimated term is up to 10-years; up to 5-years firm term, 5-years non-firm term.
Tenant Improvements: The tenant improvements to be performed under the succeeding lease include upgrades to the IT infrastructure to comply with EHRM requirements.
Space Availability: The space must be available for occupancy by July 17, 2026.
Rentable Square Feet: Approximately 18,300 Square Feet of Clinical Space.
Location: To be considered, space must be within the following delineated area:
North Interstate 86
West US Route 220
South State Route 199
East North River Street
The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The Government will consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Affirmative responses to this advertisement: Interested parties are invited to submit the above notice and evidence via email to Maricela.Everitt@va.gov no later than Friday, April 3, 2026 at 12:00 PM EST. Telephone responses shall not be accepted.
RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON ANY AFFIRMATIVE RESPONSE TO THIS ADVERTISEMENT.
