About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 9, issued a Special Notice on April 15, 2026, soliciting real property lease space for the Jackson Community Outpatient Clinic in Jackson, Tennessee. The VA is seeking a succeeding expansion lease for a medical facility that will replace its current expiring lease location. The procurement covers 28,830 Rentable Square Feet (RSF) with a minimum of 100 parking spaces to support community-based outpatient clinic operations. This Special Notice is being conducted under Federal Acquisition Regulation (FAR) 6.302-1, which allows for sole source procurement when only one responsible source can satisfy agency requirements. The space must be available for occupancy by May 1, 2027, and falls under NAICS Code 531120 (Lessors of Nonresidential Buildings).
Interested property owners or lessors must submit written notification to the contracting officer by April 24, 2026, at 3:00 PM Central Time—a seven-calendar-day response window from publication. The required lease term is ten years total, structured as five firm years followed by five non-firm years, with submissions needing to include building name and address, square footage measurements in both RSF and ANSI/BOMA Office Area (ABOA) formats, ownership and broker authorization documentation, and on-site parking availability details. While the procurement is being conducted as a sole source acquisition, the Government reserves the right to consider economically advantageous alternative space within a delineated area bounded by Ashport Road (north), US Route 70/Chester Street (south), US Highway 7 (east), and Bypass 45 (west), evaluating factors such as relocation costs and operational downtime. The Government is limited by law to pay no more than the appraised fair rental value and will not reimburse broker fees or response costs. If no qualifying responses are received by the deadline, the VA will proceed with sole source acquisition of the existing space.
