About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management intends to solicit a lease for replacement outpatient clinic space in Hampden County, Massachusetts, with expressions of interest due September 11, 2026. This is a lease procurement, not a design-build or construction contract; the VA is seeking property owners or lessors to provide approximately 64,123 to 84,867 ABOA square feet (75,275 to 99,626 rentable square feet) within a delineated Hampden County geographic area.
SDVOSB and VOSB firms under NAICS 531120 are strongly encouraged to respond and must submit a completed Capabilities Statement. The lease term extends up to 20 years firm with anticipated occupancy in Summer 2030. The maximum authorized rental amount for unserviced shell space is $4,097,000; the anticipated build-out construction cost is estimated between $20,000,000 and $50,000,000.
Properties must be zoned for outpatient clinic operations, include 321 to 424 parking spaces, be located outside 100-year floodplains, and accommodate loading dock and truck delivery access. Bifurcated sites and structured parking are generally not permissible. Facilities cannot be proximate to heavy industrial uses, railroad tracks, flight paths, or excessive noise or vibration sources.
Respondents must submit property contact information with authorization evidence, detailed site descriptions with maps and floor plans, ABOA square footage documentation, and compliance statements addressing FEMA floodplain status, seismic and accessibility standards, fire and life safety codes, and sustainability requirements. Submissions are due to mayra.rosa@va.gov by September 11, 2026 at 5:00 PM ET, with copies to Thomas Leahy and Pam Wessling. An estimated market survey will occur in October 2026.
