The solicitation requires 40 reserved surface parking spaces, including ADA-compliant spots, and the building must meet federal standards for fire safety, accessibility, seismic stability, and sustainability. The property must be located within a specific geographic area bounded by Rosecrans Avenue, Pacific Coast Highway, Alameda Street, and Sepulveda Boulevard. While the notice emphasizes veteran-owned businesses, it also encourages submissions from all small businesses and interested parties to support comprehensive market research.
