About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 is seeking to procure approximately 4,264 square feet of office space for the NCO5 Washington D.C. Vet Center through a succeeding lease arrangement. The VA intends to award this lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402, which permits sole source awards when competition would result in substantial duplication of costs. The lease space must be located within a specific delineated area in Washington, DC, postal code 20011, and will serve as operational space for veteran services. The VA will consider alternative spaces only if they prove economically advantageous when factoring in relocation costs, tenant improvements, and infrastructure replication requirements. Interested parties must submit written statements of capability with supporting evidence to Lease Contract Specialist Tammy Buckwalter via email by September 12, 2025, at 10:00 AM Eastern Time, though the response deadline in the government file indicates September 14, 2025.

This opportunity is designated as an 8(a) Sole Source set-aside with HP West End LLC identified as the intended recipient of the succeeding lease award. The current lease is set to expire on April 4, 2027, providing a transition timeline for the new lease arrangement. The estimated lease term extends up to 20 years, structured as a 5-year firm term followed by a 15-year non-firm term, providing long-term stability for the Vet Center operations. The solicitation falls under NAICS code 531120 (Lessors of Nonresidential Buildings) and Product Service Code X1AA (Lease/Rental of Office Buildings). The VA emphasizes that this sources sought notice is not a formal request for lease proposals but rather a market survey to determine whether competitive procurement should be pursued. No award values or budget ranges have been disclosed in the available documentation.

DESCRIPTION

DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION

The Department of Veterans Affairs (Government) intends to award a succeeding lease to HP West End LLC, under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the above requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.

The Department of Veterans Affairs currently occupies clinical and related space at 1296 Upshur St., NW, Washington, DC 20011 in a lease that expires 4/04/2027. To satisfy the VA mission requirements, the current Veterans Center must remain operational.

Term: Estimated term is up to 20-years; up to 5-years firm term, 15-years non-firm term.

Space Availability: The space must be available for occupancy by 4/04/2027.

Rentable Square Feet: Approximately 4264 Square Feet of Office Space.

Location: To be considered, space must be within the following delineated area:

North- Chevy Chase Military Rd, NW

South- I-695

East- MD-1/201/295

West- Wisconsin Ave NW

The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The Government will consider leased space located in another existing building providing all costs mentioned above can be offset by competition.

Affirmative responses to this advertisement: Interested parties are invited to submit the above notice and evidence via email to (tammy.buckwalter@va.gov) no later than Monday, Sept 14, 2025 at 10:00 AM EST. Telephone responses shall not be accepted.

RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON ANY AFFIRMATIVE RESPONSE TO THIS ADVERTISEMENT.
