About this opportunity
The National Institute of Standards and Technology (NIST) is conducting market research and intends to solicit maintenance services for an Astrophysics Inc. XIS-1080 X-Ray Inspection System, with responses due by August 6, 2026. NIST has identified Astrophysics Inc. as a potential sole-source contractor but states explicitly that this identification does not constitute a binding commitment; the agency will pursue competitive acquisition if market research identifies capable alternative sources.
Work is performed at NIST's Gaithersburg, Maryland facility (100 Bureau Drive, Building 301/B185) during regular business hours (Monday–Friday, 7:00 AM–4:00 PM Eastern Time, excluding federal holidays and NIST closures). The X-ray system screens incoming mail, packages, and freight to detect explosives, bioterrorism threats, and contraband; maintenance is critical to campus security operations.
The contract is for 12 months from award. The contractor must establish an annual maintenance schedule, deploy manufacturer-certified technicians for preventative maintenance, system inspections, cleaning, radiation safety surveys, and emergency repairs with response times not exceeding two business days for site visits or one business day for telephone support. The contractor must provide 24/7 telephone support and submit detailed service reports within two business days of completion. Contractor personnel must comply with NIST security requirements, including HSPD-12 compliance and background investigations; foreign nationals require prior NIST Security Office approval. Performance standards include 100% compliance with scheduled preventative maintenance intervals, calibration variance tolerances of 5%, and emergency response within four hours, with financial incentives and disincentives tied to contractor performance.
PSC: J063; NAICS: 811210. No set-aside is anticipated.

Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for X-Ray Machine Maintenance Services
Notice ID: OFPM/TEAM SS26-31
Contract Opportunity Type: Sources Sought
Response Date:August 6, 2026
Product Service Code (PSC): J063
NAICS Code: 811210
BACKGROUND
The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:
NIST Facilities Services Division/Package Services Group requires regular scheduled maintenance and repair on the Astrophysics Inc XIS-1080 Midsize X-Ray Inspection System. The X-ray machine is critical for daily operations, screening all incoming mail, packages, and freight. Without regular maintenance and service, we compromise our ability to detect explosives, bioterrorism threats, and contraband, severely increasing the security risk to the NIST campus.
NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.
If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from Astrophysics Inc., UEI: DFHNDJLYFD32, then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of Astrophysics Inc. in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with Astrophysics Inc. for this requirement.
