About this file
This is a Statement of Work/Performance Work Statement for FY26 X-Ray Maintenance services to be provided to the National Institute of Standards and Technology (NIST).
NIST's Office of Facilities and Property Management requires manufacturer-certified preventative maintenance and repair services for an Astrophysics Inc. XIS-1080 Midsize X-Ray Inspection System used by the Facilities Service Division Package Services Group at the NIST Gaithersburg, Maryland receiving location (100 Bureau Drive, Building 301/B185). The system is critical for daily mail, package, and freight screening operations to detect explosives, bioterrorism threats, and contraband. The contract period is 12 months from the date of award, with work performed during regular business hours (Monday–Friday, 7:00 AM–4:00 PM Eastern Time, excluding federal holidays and NIST closures). The contractor must establish an annual maintenance schedule and provide certified technicians to perform preventative maintenance, system inspections, cleaning, radiation safety surveys, and emergency repairs with response times not exceeding two business days for site visits or one business day for telephone support. The contractor must provide 24/7 telephone support and submit detailed service reports within two business days of completion. Deliverables include annual radiation safety and compliance reports, electrical and mechanical inspection logs, image quality and calibration records, and routine maintenance and cleaning checklists, all due yearly and subject to acceptance by the NIST Contracting Officer's Representative within 14 days. The Quality Assurance Surveillance Plan establishes performance standards including 100% compliance with scheduled preventative maintenance intervals, radiation safety regulations, calibration variance tolerances of ±5%, emergency response within four hours, and report submission within five business days, with financial incentives and disincentives tied to contractor performance. Contractor personnel must comply with NIST security requirements, including HSPD-12 compliance, background investigations, visitor registration, and identification badge requirements; foreign nationals require prior approval from the NIST Security Office.

STATEMENT OF WORK/PERFORMANCE WORK STATEMENT
FY26 X-RAY Maintenance
July 24, 2026
I. BACKGROUND INFORMATION
The Office of Facilities and Property Management (OFPM) serves as the focal point for the safe and reliable management and operation of NIST facilities. We are committed to providing effective services and programs that support staff and researchers in fulfilling the NIST mission.
OFPM manages and oversees more than 1,300 acres and 4.6 million gross square feet of NIST facilities in Gaithersburg, MD; Boulder, CO; Ft Collins, CO; Erie, CO; and Kauai, HI, ensuring optimal responsiveness to the needs of NIST’s technical and support programs. This acquisition is for a manufacturer-certified preventative maintenance and repair service contract for the Astrophysics Inc X-Ray Machine utilized by the Facilities Service Division Package Services Group. This requirement ties directly into NIST’s broader goal to "ensure national security".
Continuous mail screening prevents dangerous materials from compromising the safety of NIST's critical infrastructure, researchers, and scientific measurement
II. PURPOSE
NIST Facilities Services Division/Package Services Group requires regular scheduled maintenance and repair on the Astrophysics Inc X-Ray Machine. The X-ray machine is critical for daily operations, screening all incoming mail, packages, and freight. Without regular maintenance and service, we compromise our ability to detect explosives, bioterrorism threats, and contraband, severely increasing the security risk to the NIST campus.
PLACE OF PERFORMANCE
Work will be performed at the NIST Gaithersburg Maryland Receiving location at 100 Bureau Dr Building 301/ B185 Gaithersburg MD 20899.
Regular Business Hours Regular business hours are Monday through Friday, 7:00am to 4:00pm Eastern Time, excluding Federal holidays and NIST closures.
