About this opportunity

Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory under the U.S. Department of Energy, has issued Request for Information (RFI) No. 475671 to conduct market research for Workday Human Capital Management (HCM) subscription renewal services. This RFI seeks to identify qualified authorized Workday partners, resellers, and Value-Added Resellers (VARs) capable of providing HCM subscription licensing and related services to support the laboratory's ongoing operations. Key qualifications include active SAM.gov registration with a valid UEI, authorization status as an official Workday partner or VAR, demonstrated experience renewing HCM subscriptions for existing environments, and the ability to support additional modules or expanded functionality as needed. Prospective vendors must also demonstrate experience supporting organizations of comparable size and complexity, with particular emphasis on experience in federal, DOE, or highly regulated environments. Interested organizations must submit responses electronically to csmith2@bnl.gov with the subject line "BSA RFI-475671" no later than 4:00 PM Eastern Time on Friday, April 17, 2026; notably, this RFI is issued for market research purposes only and does not constitute a formal solicitation, obligate BSA to issue an RFP/RFQ, or require reimbursement of response costs.

The procurement carries no set-aside designation and does not identify a current incumbent contractor in the available documentation. BNL currently operates approximately 3,000 employees supported by the Workday HCM platform across 11 functional modules including Absence Management, Benefits Administration, Compensation Management, Core HCM, Learning Management, Onboarding, U.S. Payroll, Recruiting, Talent Management, and Time Tracking. The selected contractor must maintain a minimum system uptime of 99.7 percent excluding scheduled maintenance and support multiple Workday tenants including a production environment, a minimum of two implementation tenants, and sandbox/testing environments. Optional expansion opportunities exist through additional Workday modules such as Workday Extend, Workday Help, Workday Journeys, Workforce Planning, and Workday Success Plans Accelerate Plus. The contractor will be responsible for platform delivery, infrastructure coordination, system availability, security maintenance compliant with federal and DOE requirements, and tiered customer support services, while BSA retains responsibility for data ownership, system configuration, business process management, and user access administration.
