About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting proposals for the overhaul and repair of Work Boat Large-1 (WBL-1), a naval workboat located at Commander, Fleet Activities Yokosuka in Japan. The procurement is restricted to firms with an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a prime contractor and authorization to operate in Japan under DFARS 252.225-7042. Key contract requirements include comprehensive vessel maintenance covering hull preservation, underwater cleaning, zinc anode replacement, deck and structural repairs, window replacement, engine exhaust piping modifications, and associated docking services, all performed in accordance with highest quality commercial marine industry standards and Japanese environmental regulations. The government will evaluate proposals using a lowest price technically acceptable (LPTA) source selection methodology, assessing both price and technical acceptability based on the contractor's demonstrated compliance with the Statement of Work and detailed technical approach. The current proposal deadline is March 4, 2026, at 10:00 AM Japan Standard Time, with the deadline for submitting questions extended to February 24, 2026, at 12:00 PM JST; offerors must request access to the work specification package through DoD SAFE by January 8, 2026.
This solicitation includes no set-aside designations and does not identify any incumbent contractors. The contract is a firm-fixed-price award with performance scheduled from April 30, 2026, through October 30, 2026, conducted at the contractor's facility in Japan; the FY26 budget exchange rate of JPY 150.4415 per USD will apply for currency conversion. Recent amendments clarify that the vessel will be transported via barge to Oppama due to identified hull damage discovered during site inspection, with the contractor capable of providing barge transportation services. The work encompasses multiple technical elements including hull inspections, preservation treatments, component replacements, painting, and comprehensive testing with final documentation and reporting requirements. The government intends to award this contract without discussions unless deemed necessary, and all proposals must be submitted electronically in English with required documentation including completed price proposal forms, vendor quotes, and current MSRA/ABR certification.
